Major Duties
- Serve as a Project Manager and interdisciplinary team member or lead for major and significant environmental and National Environmental Policy Act (NEPA) compliance projects.
- Prepare statements of work, cost estimates, and schedules for proposed contracts and task orders.
- Evaluate impacts to both cultural and natural resources through application of NEPA and other environmental laws, authorities and guidelines.
- Facilitate meetings with federal, state, county or local agencies, community groups and the general public to elicit feedback on proposed environmental programs, projects, or planning efforts.
- Develop briefing or policy papers on resource management, technical or legal subjects.
- Advise agency personnel on environmental planning and compliance with NEPA.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying: To be eligible for this position at the GS-12 grade level, you must possess the following: One full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) advising management officials on environmental planning and compliance with NEPA; (2) providing technical assistance and advice to others regarding the interpretation and application of NEPA and other environmental laws, authorities, and guidelines; (3) serving as the project manager and Contracting Officer's Representative on environmental planning and compliance projects; (4) making oral presentations to a group to inform or explain environmental findings, regulations, policies, or guidelines. To be eligible for this position at the GS-13 grade level, you must possess the following: One full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) formulating policy recommendations and guidelines, and establishing procedures, methods and standards for all aspects of implementation of NEPA and associated Federal regulations, executive orders and policies; (2) providing technical assistance on environmental compliance activities, and integration of other federal laws (e.g., Clean Water Act, Clean Air Act, Endangered Species Act, National Historic Preservation Act, etc.) into NEPA planning process; (3) serving as a project manager and monitoring contractor performance for conformance with contract requirements, legal requirements, and professional standards; (4) facilitating meetings with federal, state, county or local agencies, community groups and the general public to elicit feedback on proposed environmental programs, projects, or planning efforts. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). Pay Range
$81,451.00 - $125,910.00
