Job Summary

This position is located with the Bureau of Indian Affairs, Pacific Region, Superintendent, Southern California Agency, Office of the Deputy Superintendent-Trust Services, Natural Resources in Riverside, California. NOTE: TRAVEL AND RELOCATION EXPENSES WILL NOT BE AUTHORIZED. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.

Major Duties

  • Provide technical assistance through the utilization of established policies and procedures to ensure preservation and protection of tribal resources on issues affecting impacts to the environment that may result of any development on tribal land.
  • Assist in the drafting, processing and reviewing of environmental assessments (EA) and environmental impact statements (EIS) as well as ensuring appropriate alternative actions.
  • Initiate and conduct scoping meetings, public hearings, environmental reviews and consultations with various governmental, tribal, and private sector projects that may potentially impact lands.
  • Conduct environmental training and presentations to tribal staff.
  • Prepare, draft, and process environmental documents, as well as creating and monitoring mitigation measures that are required under the National Environmental Policy Act (NEPA), including appropriate tribal ordinances and regulations.
  • Compile and analyze baseline resources data in the search for sites suspected of being contaminated with hazardous wastes/substances and performs environmental site assessments.
  • Acts as an awarding official technical representative (AOTR) for Indian Self Determination, PL-638.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0028). GS-11: I have at least one year of full-time specialized experience or the equivalent, comparable to at least the GS-9 in the Federal Service (obtained in either the public or private sector). Specialized experience in the application of environmental laws as it relates to trust responsibilities; apply environmental impact analyses procedures for identifying, evaluating and mitigating effects of proposed Bureau and regional actions; environmental program management in coordinating compliance activities; perform site inspections; write reports.

3 Years of higher level graduate education leading to a Ph.D. degree

or

Ph.D. or equivalent doctoral degree All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472).

Pay Range

$73,096.00 - $95,023.00
