Job Summary
This position is located in the Safety Section of Facilities Management at the VA New Jersey Healthcare System in East Orange, New Jersey.
Major Duties
This position is the Green Environmental Management Systems (GEMS) Program Manager responsible for implementing, developing and maintaining, and ensuring the GEMS program remains compliant with ISO 14001 Environmental Management System across the VA New Jersey Healthcare System's organizational elements.
The major duties and responsibilities include but are not limited to:
- Coordinates efforts to ensure that GEMS are developed and implemented in accordance with VA policy and guidance;
- Assumes a lead role in developing facility wide and service specific objectives and targets and procedures for the program;
- Participates in national level GEMS committees within VA;
- Leads site inspections at hazardous waste disposal, transport, or storage facilities where problems may not be easily identified or conventional in nature;
- Investigates routine violations of all environmental laws and prepares abatement actions;
- Provides leadership and direction to management, professional and technical personnel regarding the development and implementation of the facility GEMS;
- Maintains compliance with federal, state and local environmental regulations including wastewater treatment and disposal, safe drinking water, treatment, storage and disposal of hazardous and non-hazardous solid waste, release of hazardous material/spill response, air pollution control, etc.
- Develop or assist in developing projects related to above/underground storage tanks, storm-water/sewage, boiler plant or other environmentally related projects as necessary;
- Leads internal audits;
- Performs other related duties as assigned.

Qualifications
You must possess one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-9 level in the Federal service. Specialized experience includes: planning, implementing, and evaluating environmental protection programs; administering a green environmental management program; leading environmental facility inspections to ensure compliance with applicable laws and regulations; advising management on environmental program status; preparing reports; and training others on specific environmental topics. -OR- You may substitute specialized experience with education if you possess a Ph.D. or equivalent doctoral degree or have three (3) full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Pay Range
$73,962.00 - $96,149.00
