Major Duties

The incumbent of this position is an Environmental Protection Specialist assigned to the Department of Justice, Federal Bureau of Prisons (BOP), Central Office, Health Services Division, Occupational Safety, Environmental Compliance, and Fire Protection Branch, Washington, DC.

Incumbent assists in the development and implementation of a comprehensive nationwide environmental management program for the Bureau of Prisons. At a minimum, this program will include national oversight and development of the following program areas: Executive Order (EO) 13423, acquisition (formerly Buying Green), chemical management, cleanup, electronics stewardship, environmental management systems (EMS), energy, environmental compliance, high performance buildings, natural resources, national environmental policy act (NEPA), pollution prevention, sustainability, and transportation.

Qualifications

To be considered for the position, you must meet the following qualification requirements:

Education

There is no substitution of education for specialized experience for this position.

Experience

You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular qualifications to successfully perform the duties of the position, and must typically be in or related to the position to be filled.

Some examples of this qualifying experience are: Experience working with and knowledge of statutes, regulations, permit/licensing requirements and precedent decision governing environmental operations sufficient to use in planning, implementing, and monitoring environmental compliance programs, environmental management systems, and pollution prevention programs.

Experience working with program principles and procedures applicable to developing and monitoring comprehensive environmental compliance programs, pollution prevention programs and environmental management systems.

Experience assisting in matters relating to Clean Air Act (CAA), Clean Water Act (CWA), Resource Conservation and Recovery Act (RCRA), Emergency Planning and Community Right to Know Act (EPCRA), Toxic Substances Control Act (TSCA), Federal Insecticide and Rodenticide Act (FIFRA), Executive Orders, and all other environmental areas under the umbrella of a comprehensive environmental management system (EMS) to include second party certifications at facilities as they pertain to environmental matters.

Experience providing technical direction on environmental related issues. AND

Applicants must possess one of the following certificates:

1. Institute of Hazardous Material Management (IHMM),Certified Hazardous Materials Manager (CHMM),Certified Hazardous Materials Practitioner (CHMP)

2. American Board of Industrial Hygiene (ABIH),Certified Industrial Hygienist (CIH),

3. Board of Certified Safety Professionals (BCSP),Certified Safety Professional (CSP)

4. National Environmental Safety & Health Training Association (NESHTA),Certified Environmental, Safety & Health Trainer (CET)

5. National Registry of Environmental Professionals (NREP),Certified Environmental Auditor,Certified Environmental Systems Manager,Certified Industrial Environmental Toxicologist

6. Board of Environmental, Health & Safety Auditor Certifications (BEAC),Certified Professional Environmental Auditor (CPEA)

Pay Range

$91,231.00 - $118,603.00
