The primary purpose of this position, Environmental Protection Specialist, GS-0028-11, is to serve as an environmental specialist with project management, execution, and operations responsibility in assigned project(s) within a program element.

Major Duties

  • Provide extensive environmental expertise to support assigned environmental projects through application of professional knowledge and skill in environmental protection specialist practices, processes, and techniques.
  • Responsible for executing assigned projects, in-house and by contract, to comply with all applicable Federal, state, and local environmental laws and policies.
  • Develop and implement the organization's overall environmental program in accordance with applicable environmental laws, executive orders, regulations, SOPs, DoD instructions, and other environmental guidance as deemed applicable.
  • Serve as the technical expert in conducting environmental compliance inspections and surveys for assigned program area as well as coordinate curricula and training for assigned program area at the installation.
  • Responsible for collecting, compiling, analyzing, and reporting environmental compliance and hazardous materials tracking data and provide advisory services on problems, issues and projects in assigned program areas.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. ONLY EXPERIENCE OBTAINED BY THE CLOSING DATE OF THIS ANNOUNCEMENT WILL BE CONSIDERED. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade, GS-09, level or equivalent (grade level, pay schedule, pay band, etc.). Specialized experience is described as the ability to investigate and analyze a variety of environmental problems or conditions, to provide or recommend ways of dealing with them, and to implement and administer projects affecting public safety and welfare. OR

EDUCATION: Applicants must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

COMBINATION OF EXPERIENCE AND EDUCATION: Applicants must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. if related and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of environmental principles, practices, techniques, and procedures to effectively perform project development, execution, training, and advisory services in assigned projects. Knowledge to troubleshoot environmental problems requiring investigation of unsanitary or questionable conditions in assigned projects. Knowledge of applicable Federal, State, and local laws, regulations, and other guidance to make decisions and recommendations concerning assigned restoration, compliance, conservation, pollution prevention, and/or integration principles and practices. Ability to establish effective working relationship with others. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy. PHYSICAL DEMANDS: The work requires regular and recurring construction or field inspections, investigations, or surveys in which there is a considerable amount of walking, stooping, bending, and climbing. THIS POSITION REQUIRES A PRE-EMPLOYMENT PHYSICAL. WORK ENVIRONMENT: The majority of the work is in an office setting. However, during site inspections there is regular and recurring exposure to unfavorable conditions such as working in areas under construction with conditions such as noise, particulate matter, machinery; water, soil or air under treatment containing chemicals, bacteria and toxic particulates, and concentrated wastes from the treatment or cleaning process. Sites visited may include remote areas infested by snakes, insects or reptiles. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

Pay Range

$64,009.00 - $83,210.00
