Job Summary
This position, located within the West Texas VA Healthcare System, Big Spring, Texas, serves as the program coordinator for the medical center Green Environmental Management Systems (GEMS) Program. The Environmental Protection Specialist performs program management duties related to environmental compliance and ensures that programs comply with applicable Federal, State and local requirements, Executive Orders, Veterans Health Administration (VHA), and VA GEMS program requirements.
Major Duties
- Develops and implements GEMS programs in accordance with VHA and VA policy and guidance;
- Applies environmental science and technology to demonstrate relationships between the operation of the VA Medical Center with human health, ecosystems, environmental media and natural resources;
- Plans, organizes, implements, oversees and provides technical assistance for projects to resolve environmental problems (i.e. domestic and industrial wastewater treatment and disposal, safe drinking water, air pollution control, toxic substances, etc.);
- Provides technical expertise for the design, modification, operation and maintenance of VA Medical Center facilities and infrastructure to ensure compliance with environmental regulations;
- Develops and implements environmental policies, procedures and systems;
- Facilitates the exchange of environmental information to Medical Center staff, including the development and implementation of training and educational programs;
- Manages computer programs and databases to enhance management of programs;
- Measures the effectiveness of existing environmental programs and recommends additions to environmental programs as needed to meet changing environmental requirements;
- Develops promotional and educational activities to promote stakeholder awareness of Medical Center environmental issues; and
- Performs all other duties as assigned.

Qualifications
To qualify for this position at the GS-11 grade level, applicants must meet at least one of the following: EXPERIENCE: Applicants must possess one (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this specialized experience must have been equivalent to at least the GS-9 grade level in the Federal service. Specialized experience includes planning, implementing, and evaluating environmental protection programs; administering a green environmental management program; leading environmental facility inspections to ensure compliance with applicable laws and regulations; advising management on environmental program status; preparing reports; and training others on specific environmental topics. -OR-
EDUCATION (TRANSCRIPT(s) REQUIRED at the time of application): Applicants must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. -OR-

Pay Range
$64,009.00 - $83,210.00
