EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
In this position, you will serve as a program specialist and management advisor on the performance of Environmental/Historic Preservation(EHP) program work relating to environmental planning/historic preservation regulations. Typical assignments include:
- Ensuring compliance with applicable federal historic preservation laws, regulations, and executive orders as they pertain to FEMA's disaster programs.
- Interpreting technical historical preservation policy, procedures; and
- Providing technical and administrative advice and recommendations on historic preservation program management initiatives
Promotion Potential: Positions filled under Stafford Act regulations generally do not have documented promotion potential; however, dependent on an employee’s ability to perform higher level duties, the continuing need for an employee to perform work associated with a higher level position, and administrative recommendation and approval, promotions may be earned by CORE employees.
Qualifications
The qualification requirements listed below must be met within 30 days of the closing date of the announcement.
You qualify for this position at the IC-09 level (starting salary $55,738) if you possessthe following: One full year of specialized experience equivalent to the next lower grade (IC-07) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience. Specialized experience for this position includes: Providing technical assistance on environmental planning or historic preservation compliance
Assisting in interpreting laws, regulations, or executive orders regarding environmental planning or historical preservation; and
Reviewing documentation to ensure compliance with applicable environmental and historic preservation laws OR
Master's or equivalent graduate degree
OR
2 full years of progressively higher level graduate education leading to such a degree
OR
A combination of education and experience described above, which meets 100% of the qualification requirement.
You qualify for this position at the IC-11 level (starting salary $67,437) if you possessthe following: One full year of specialized experience equivalent to the next lower grade (IC-09) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience. Specialized experience for this position includes: Performing investigations, inspections, reviews, or assessments involving diverse aspects of environmental compliance and/or protection
Applying environmental and/or historic preservation regulations, policies, or principals at either the federal, state, local, tribal, non-profit organization, or private sector level; and
Presenting environmental and historic preservation policy and program concepts to technical and non-technical audiences OR
Ph.D. or equivalent graduate degree
OR
3 full years of progressively higher level graduate education leading to such a degree
OR
A combination of education and experience described above, which meets 100% of the qualification requirement.

Pay Range
$55,738.00 - $87,667.00
