Job Summary

Serves an Environmental Protection Specialist for managing, planning and implementing environmental protection programs in the areas of hazardous materials and hazardous waste tracking, disposition, and disposal. Manages environmental programs functions as below, and assists lower graded specialists in other programs as directed. Coordinates with leader regarding high-cost, controversial projects, and/or in resolving complex problems.

Major Duties

  • Prepares permit applications and permit compliance checklists for conventional and chemical weapon munitions waste storage program and for open burning/open detonation operations IAW Kentucky Department for Environmental Protection and USEPA.
  • Performs compliance management of the Water Resources and Air Quality Programs.
  • Manages hazardous material and waste, and special waste programs in accordance with Federal and state regulations.
  • Oversees waste disposal operations and ensures appropriate documentation is prepared and maintained IAW Resource Conservation and Recovery Act (RCRA) permit.
  • Manage the Environmental Restoration and other (RCRA) Projects.
  • Identifies actions and prepares necessary funding documents for waste disposal operations.
  • Manages a hazardous materials program.
  • Ensures hazardous waste training is performed as required.
  • Performs asbestos investigations and inspections IAW regulations.
  • Assists with the National Environmental Policy Act (NEPA) program functions.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: Manage, plan and implement environmental protection programs in the areas of hazardous material and hazardous waste tracking, disposition, and disposal. Performs management oversight of the Water Resources and Air Quality Management Programs, Environmental Restoration and Resource Conservation and Recovery Act (RCRA) Programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Environmental Science Degree. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
