Job Summary

Major Duties

You will:

  • Provides guidance on all issues pertaining to the implementation of the federal environmental programs within assigned Indian country. Provides analysis and opinions on Indian program matters which are critical to the region.
  • Serves as project officer on numerous General Assistance Program grants and/or Performance Partnership Grants, providing funding for building multi-media tribal environmental program capability. Serves as liaison for tribal leaders and regional media programs and EPA senior management. Works with tribal governments, organizations and groups in identifying and obtaining training needed/required to implement or develop environmental regulatory programs.
  • Provides advice and assistance to tribal governments on matters relating to the development, execution and monitoring of adequate environmental protection plans and programs and the development and review of related grant proposals.
  • Devises plans and procedures for accomplishing organizational goals and objectives. Proposes strategies and specific courses of action which appear most promising for achieving identified goals and objectives.
  • Develops and evaluates national policy options. Formulates and administers plans and policies designed to meet program objectives or meets with policy-makers and assists them in formulating policy in sensitive and difficult areas.

Qualifications

You do not need a degree to qualify for this position.We are looking for at least one year of specialized experience related to this position as described below:To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as experience in coordinating and implementing federal, state, local, and/or tribal environmental programs. Working knowledge and/or experience working with Indian General Assistance Program grants, Performance Partnership Grants, and/or other grants to tribal organizations.Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of the principles, practices and theories of environmental protection programs work.

Ability to identify, define, and resolve critical problems in the specialty area and apply new developments in making decisions and recommendations which significantly change, interpret or develop important public programs.

Skill in evaluating and reviewing environmental programs.

Ability to communicate effectively orally.

Knowledge of tribal governments and their organization, codes, ordinances, policies, strategies, constraints and the unique relationship which tribes have with Congress and the federal government in general.

Knowledge of the statutes, regulations, policies, guidelines, strategies, and precedents of EPA Indian programs and Indian case law.

Ability to analyze and resolve problems.

Ability to communicate effectively in writing.

Ability to establish and maintain effective working relationships with internal and external parties. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Pay Range

$91,231.00 - $129,926.00
