Major Duties
You will:
- Serves as expert on complex air quality issues, particularly multi-jurisdictional air quality issues such as smoke management and impacts of wildfire, prescribed burning and agricultural burning on air quality and state implementation plans.
- Advise staff and management, as well as plan and carry out a variety of important project activities. In conducting this work, the incumbent serves as a policy and technical authority and, as appropriate, provides leadership necessary to oversee, monitor and coordinate with Federal, State, local agencies and Tribes involved in air quality activities under intense political and media scrutiny.
- Responsible for resolving conflicts which arise; coordinating the work with others, both internal and external to the Agency; and interpreting policy on own initiative in terms of established objectives. The incumbent keeps the supervisor and other senior managers, including Headquarters, informed and recommends methods for dealing with far reaching matters.
- Provide policy advice to States, Tribes and local agencies and other federal agencies in the development of state, local or tribal-lead activities. Carry out other assignments as needed such as records management, preparing responses to Freedom of Information Act requests, and responding to inquiries from elected officials and the public.
- Review and implement technical standards, guidelines, policies, and formal regulations. Draft and recommend regulatory /non-regulatory policies and directives for implementation. Develop and/or revise Agency/regional guidance and policies supporting implementation of air quality issues.
Qualifications
You do not need a degree to qualify for this position.We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as experience in implementing federal, state, local, and/or tribal air quality programs that carry out Clean Air Act requirements. Experience developing air quality policy, including policy for smoke management (such as the air quality impacts of wildfire, prescribed burning, or agricultural burning).
Your answers to the on-line assessment will be used to evaluate your competencies in the following areas: Knowledge of program principles, concepts, practices, methods, and techniques to apply new developments and theories to major problems not susceptible to treatment by accepted methods.
Knowledge of federal and applicable state and local laws, regulations, policies, and initiatives related to Clean Air Act issues sufficient to make decisions or recommendations significantly changing, interpreting, or expanding important agency and national policies and program.
Skill and expertise in air quality planning to attain the National AmbientAir Quality Standards.
Knowledge of organizational goals consistent with Region 10's vision and mission to evaluate extensive, complex, and often conflicting information to make recommendations and/or decisions on appropriate courses of action.
Ability to develop regulatory strategies and make recommendations to senior management on complex issues under the Clean Air Act.
Ability to effectively communicate orally.
Ability to effectively communicate in writing.
Ability to work with other federal, state, tribal and local agencies, community groups, the regulated community and other external customers in an independent and highly effective manner.
Skill in establishing goals and assessing progress toward their achievement; and in adjusting work operations and program objectives to meet emergencies, changing programs, objectives, or production requirements within available resources and with minimum sacrifice of quality or quantity of work.
Ability to provide information topolicy makers, other agency officials, state and local officials, industry representatives, and other outside interests.
Ability to build effective internal and external relationship; leadership methods; and, open and clear communication. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Pay Range
$104,821.00 - $148,488.00
