Job Summary
This position is located in Fort Belvoir, VA. Fort Belvoir is approximately 15 miles southwest of Washington, D.C., five miles from Alexandria, VA and next door to the community of Mount Vernon, VA. Major Duties
- Develop and implement pest management, wetland permitting, or natural resources management program in accordance with environmental laws, executive orders and regulations.
- Provide policies, engineering controls and procedures regarding compliance, enhancement and restoration efforts for pest management and natural resources management.
- Serve as a Pest Management Coordinator (IPMC) and a Quality Assurance Expert (QAE) for pest management contracts.
- Prepare, monitor, and update the Integrated Pest Management Plan (IPMP), which outlines pest and pesticide management policy; identify long- and short-term goals and objectives; and, estimate resources required for both prevention and abatement.
- Coordinate with local, state, military and federal agencies to ensure that the installation pest management program is in full compliance with the law and with DoD and Army policy.

Specialized Experience for GS-11: One year of specialized experience which includes: 1.) implementing and monitoring installation environmental programs concerned with environmental protection, enhancement, regulatory requirements and protection of natural resources (i.e., natural resources management, wetlands management, wildlife management, pest management, water management, NEPA); 2.) initiating studies pertaining to environmental protection, enhancement, and restoration; 3.) evaluating projects and procedures for cost effectiveness/job efficiency and resource utilization; 4.) initiating and responding to correspondence. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Environmental Science and Policy, Environmental Protection, or Environmental Science. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience for GS-12: One year of specialized experience which includes: 1.) planning, implementing, and monitoring an organization wide environmental program(s) (i.e., natural resources management, wetlands management, wildlife management, pest management, water management, NEPA) in accordance with applicable environmental rules; 2.) evaluating and recommending new and improved environmental protection procedures and programs; 3.) evaluating compliance and effectiveness of programs in consonance with governing regulations and goals; 4.) performing administrative functions such as operations, short and long range planning, and resource management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). For the GS-12 grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
