The primary purpose of this position is to serve as the primary environmental specialist program element manager to perform management, execution, and operations for an assigned program elements(s).
Major Duties
- Plans, directs, coordinates, and evaluates activities necessary to the overall management of specific Environmental Programs.
- Responsible for executing assigned element(s), in-house and by contract, to comply with all applicable Federal, state, and local environmental laws and policies.
- Coordinate development and provision of technical environmental training/instruction to supervisors, employees, and/or unit environmental coordinator on a wide range of Compliance, natural Cultural Resources, Pollution Prevention or Recycling program
- Elements such as but nt limited to Environmental Management System, Hazardous Waste, Hazardous material Management, Spill Response, Environmental Safety and Occupational Health Audits, NEPA or EAP, or QRP financial oversight.
- Provides advisory services on problems issues and projects in assigned program areas.
- Prepares and develops specialized local regulations defining environmental procedures based on interpretation and/or adaption of higher command instructions and policies formulated by other federal government agencies.
Qualifications
QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE for the GS-0028-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes practical knowledge and understanding of one or more environmental sciences or related fields sufficient to assess and correlate environmental data, verify results, and discuss technical aspects of work with scientists, engineers, and other environmental experts. Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Practical knowledge of established principles, concepts and methods of environmental protection program work. Skill in applying this knowledge in performing a variety of duties involving the management of, coordination, monitoring oversight or evaluation of routine programs, projects or activities. Skill in using standard data gathering and analysis techniques to collect and review technical information on environmental activities or quality and to identify and solve problems of a procedural or factual nature. Knowledge of recognized reference standards, regulatory requirements and pertinent statutes sufficient to assure environmental compliance and provide routine technical assistance to operating personnel and managers. Knowledge to troubleshoot environmental problems requiring investigation of unsanitary or questionable conditions in assigned projects. Knowledge of contract procedures sufficient to oversee and /or monitor contracts and identify environmental compliance issues in proposed service contracts, and facilities design and construction. Knowledge and understanding of recognized reference standards, regulatory requirements, and pertinent statutes sufficient to assure environmental compliance and provide routine technical assistance to operating personnel and managers. Knowledge of policies, organization, operations, work practices and environmental parameters of Federal agencies, states or other entities sufficient to assess and correlate environmental data, verify results and discuss technical aspects of work with scientists, engineers, and other environmental experts. Ability to communicate effectively orally and in writing to prepare and conduct briefings or training programs, lead group conferences and write reports and letters. Ability to establish effective working relationships with others. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy. Physical Demands: The work requires regular and recurring construction or field inspections, investigations, or surveys in which there is a
considerable amount of walking, stooping, bending, and climbing. Work Environment: The majority of the work is in an office setting. However, during site inspections there is regular and recurring
exposure to moderate risks or discomforts that require special safety precautions (i.e. working in areas under construction with conditions such as noise, particulate matter, machinery; water, soil or air under treatment containing chemicals, bacteria and toxic particulates, and concentrated wastes from the treatment or cleaning process). Sites visited may include remote areas infested by snakes, insects, or reptiles. The environmental protection
specialist must use protective clothing and/or gear. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Pay Range
$51,617.00 - $67,099.00
