Job Summary

This position is in Great Lakes National Program Office, Financial Assistance and Oversight Management Branch, Project Assistance and Oversight Section. If selected, you must work at the location stated in this announcement. About Great Lakes National Program OfficeSalary will be based on the grade level for which you are selected.

Major Duties

At the entry level of this position, you will:

  • Assist in development and implementation of stakeholder/EPA partnerships for environmental protection programs, including negotiation, facilitation, creation, and evaluation of specific agreements.
  • Review grants, cooperative agreements, and/or interagency agreements activities related to the initiation, administration, and/or close-out of conventional or less complex grants, cooperative agreements, and/or interagency agreements (IGAs), including responsibility for monitoring performance. Communicate established policy and procedural guidelines to state, local, and tribal agencies for the grants and agreements program.
  • Assist project managers on ad hoc teams, dealing with competing demands and priorities. Prepare written materials for briefing and presentations.
  • Serve as a technical/programmatic specialist in providing information to state, local and/or tribal governments and non-profits to help facilitate assigned environmental protection programs development within municipalities/towns/tribes.

You will spend more than 50% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses.

Qualifications

We are looking for at least one year of specialized experience related to this position as described below:To qualify for the GS-07 level, you need to have at least one year of full-time experience equivalent to the GS-05 level defined as experience as assisting senior staff in routine aspects of environmental protection programs, assisting senior staff with grants, cooperative agreements, and/or interagency agreement activities (initiation, administration, and/or close-out); - OR 1 full year of graduate level education or superior academic achievement (Superior Academic Achievement Definition) degree in the academic discipline as described below - OR an equivalent combination of education and experience.To qualify for the GS-09 level, you need to have at least one year of full-time experience equivalent to the GS-07 level defined as experience in assisting senior staff with grant, cooperative agreement, and/or interagency agreement activities (initiation, administration, and/or close out); communicating established policy and procedural guidelines to state, local and tribal agencies; - OR master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in the academic discipline as described below; - OR an equivalent combination of education and experience.

Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of environmental laws and regulations, principles, practices, and methods relating to environmental protection programs.

Knowledge of federal grants, cooperative agreements and interagency agreement regulations, policies and procedures.

Knowledge of organizational structure and its programs' impact on the environment.

Knowledge of filing, record keeping and documentation procedures.

Skill in oral communication, sufficient to respond to conventional and routine inquiries from the general public on environmental protection plans and policies.

Skill in written communication, sufficient to prepare materials for briefings and presentations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Pay Range

$47,965.00 - $76,274.00
