Job Summary

This position is located in the Department of Homeland Security (DHS), U.S. Coast Guard, Director of Operational Logistics, DOL-3, Base Kodiak, Facilities Engineering Department, Public Works Division, in Kodiak, AK.

Major Duties

The incumbent will serve as an Environmental Protection Specialist, responsible for planning, developing, organizing, administering, evaluating, and coordinating environmental programs to ensure the installation is in general and specific compliance with all environmental requirements at the federal, state, local and department/organizational levels.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Performing quality assurance (QA) surveillance on the Environmental Protection, Pest Control, and shipping & receiving of hazardous materials sections of the base operating support services (BOSS) contract performance work statement (PWS).
  • Providing program quality assurance/periodic &reoccurring pollution surveys to ensure Kodiak complex compliance with environmental laws and regulations.
  • Coordinating and integrating contractor/consultant work schedules and processes with work of others arranging for required inspections, deciding on acceptability of work products or services and similar matters that may affect payment to contractors, determining whether contractor performed work meets standards of adequacy.
  • Serving as a technical expert for the Kodiak complex on environmental program issues, advising top management, supervisors, staff, and operating officials on matters concerning environmental compliance and pollution prevention programs.
  • Briefing key management officials on program status, issues, and areas of concern.
  • Educating personnel at all levels throughout the Kodiak complex on regulation requirements, environmental protection matters, and environmental program goals and objectives.
  • Serving as COTR for Environmental Protection, Pest Control Services, and Hazardous Materials shipping services performed by contractors.

Qualifications

GS-7 LEVEL: Applicants must possess one year of specialized experience equivalent to the GS-05 level in the Federal Service. Examples of specialized experience include: Applying knowledge of federal and state environmental regulations in the planning, scheduling and conducting environmental related projects and studies ; utilizing general office computer software to generate environmental program reports, spreadsheets, databases; and managing an environmental project or serving on a team to manage an environmental program.OR (A) Completed a Bachelor's degree in environmental planning , natural resources management, environmental sciences, or related disciplines appropriate to the position AND obtained Superior Academic Achievement (SAA). SAA is met through one of the following: Ranked in the upper one-third of your graduating class; OR earned a GPA of 3.0 or higher out of 4.0 as recorded on your official transcript, or based on courses completed during final 2 years of curriculum; OR earned a GPA of 3.5 or higher out of 4.0, based on the average of required courses completed in your major or required courses in your major completed during the final 2 years of curriculum; OR election to membership in a national scholastic honor society.OR (B) Successful completion of one full year of graduate level education in a field that provided the knowledge, skills, and abilities to do the work of the position. Such fields include environmental planning , natural resources management, environmental sciences, or related disciplines appropriate to the position. (One year of graduate education is considered to be the number of credit hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) is considered as satisfying the requirement for one year of full-time graduate study.OR(C) A combination of specialized experience equivalent to the GS-05 level in or related to the work of this position AND some graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level.GS-9 LEVEL: Applicants must have at least one year of specialized experience equivalent to the GS-07 level in the Federal Service. Examples of specialized experience include: Ensuring the organization’s Environmental Compliance with Federal, State, and local government regulations; overseeing the hazardous materials, and providing technical guidance; and maintaining advising on current and/or future environmental compliance concerns and actions.ORMaster's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degreeORLL.B. or J.D., if related. NOTE: Graduate level education and specialized experience may be combined to meet 100% of the qualification requirements.Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Pay Range

$46,859.00 - $74,510.00
