Major Duties

The Planning and Compliance Branch Chief leads and coordinates park planning efforts and environmental compliance actions to facilitate projects and help ensure the protection of park resources. The park has recently reorganized to increase technical and fiscal support for its project management and planning functions. This position will serve a critical role in developing the growing Planning and Compliance team and will lead change during an exciting time at the park.

The Planning and Compliance Branch Chief is responsible for the preparation of compliance documents related to park planning, operations, infrastructure maintenance and development, and rights of way - specifically those requiring analyses or permitting under the National Environmental Policy Act (NEPA), the National Historic Preservation Act (NHPA), the Wilderness Act, the Clean Water Act the Endangered Species Act and other local, state and federal laws and regulations. The position serves as an important liaison to federal, state and local agencies, tribes, partners and the public.

This position reports to the Chief of Natural and Cultural Resources and supervises an Outdoor Recreation Planner, a Resource Advisor and temporary planning staff.

Qualifications

All qualifications must be met by the closing date of this announcement-03/02/2020-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect either full-time or 40 hours per week. If a part-time work schedule is reflected, the hours must be annotated to ensure proper crediting of specialized experience. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience at or equivalent to the GS-11 level in the Federal service or equivalent experience in the private or public sector; managing projects of a division or organization to ensure compliance with environmental statutes, through; strategic planning, completing appropriate environmental compliance documentation, facilitating required agency consultations and permitting for projects, or prescribing mitigations for resource impacts.

Examples of qualifying experience include, but are not limited to: serving as a senior advisor to management on requirements of compliance and planning; leading teams in preparation of complex planning and compliance documents; writing environmental impact statements, environmental assessments and categorical exclusions; dealing with multiple permitting agencies at the local, state, tribal, and federal levels; synthesizing complex information from a variety of sources for inclusion into documents readily understood by the public; organizing and holding public meetings; working with and coordinating staff in a wide variety of disciplines; meeting administrative record requirements; understanding and incorporating management policies into completed documents; coordinating and determining workload of long and short term goals that involve multiple entities. You must include hours per week worked on your resume. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Pay Range

$84,045.00 - $109,264.00
