Job Summary

This is a Direct Hire Public Notice. Please read this Public Notice in its entirety prior tosubmitting your application for consideration. This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office for Coastal Management (OCM), with 2 vacancies total, one in Durham, NH or Woods Hole, MA, and one in Chicago, IL, or Buffalo, NY.

Major Duties

As an Environmental Scientist, you will perform the following duties:

  • Lead teams developing instructional products and/or delivering trainings and workshops that incorporate technically sound translation of environmental science, resilience, or adaptation research findings and build knowledge and skills that will enable targeted coastal manager and community learning audiences to enhance coastal community resilience to climate change and coastal hazards.
  • Strategically engage regional and national partners and customers on natural infrastructure and ecosystem and coastal community resilience, serving on advisory committees or workgroups and offering technical assistance and/or facilitation services and using environmental science information to advance adaptation and natural infrastructure planning and implementation.
  • Understand and address learning needs of the coastal management community through partner engagement activities, representing Learning Services capabilities and recommending new or enhanced products and services that meet priority needs of target audiences and advance the Digital Coast Academy.
  • Review reports and manuscripts, and serve as technical reviewer, technical point of contact, or Federal Program Officer for grants, contracts and cooperative agreements.

NOTE: These duties are described at the full performance level of the ZP-4; the ZP-3 is developmental leading to such performance.

qualify for the 0401 series:

BASIC REQUIREMENTS: This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. You MUST meet one of the following basic education requirements:

A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

AND

SPECIALIZED EXPERIENCE:Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.To qualify at theZP-3 or GS-11 level:SPECIALIZED EXPERIENCE: In additionto meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-09in the Federal service. Specialized experience MUST include all of the following: Gathering and analyzing environmental science research findings on climate adaptation or coastal resilience that can be used when recommending or assisting in the development of learning products/services that support educational or outreach activities;

Networking with stakeholders in order to build collaborative relationships; and

Supporting activities used to identify and address the learning needs of coastal manager audiences. OR

SUBSTITUTION OF EDUCATION: 3 years of progressively higher level graduate education leading to a Ph.D. degreeorPh.D. or equivalent doctoral degree.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above. Note: Only graduate education in excess of 2 full year is qualifying for combination of education and experience. To qualify at theZP-4 or GS-13 level:SPECIALIZED EXPERIENCE: In additionto meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12in the Federal service. Specialized experience MUST include all of the following: Utilizing environmental science research findings on climate adaptation or coastal resilience to lead teams to plan, develop and implement learning products/services that support educational or outreach activities;

Establishing and maintaining collaborative partnerships with stakeholders engaged in coastal ecosystem management; and

Conducting research to identify and address the learning needs of coastal manager audiences using various methods, such as collaboration with stakeholders, utilization of technology, technical assistance, and/or development of educational products and services.

Pay Range

$64,388.00 - $151,115.00
