Job Summary
This position is part of the Ecological Services Regional Office for Unified Regions 5 and 7. As a Fish and Wildlife Biologist, you will be responsible for coordinating various sections of the Endangered Species Act (ESA) and other environmental statutes to conserve trust resources.
Major Duties
- Coordinate within the agency and with our partners on the conservation of federally protected species and habitats
- Implement and oversee projects and assignments related to the administration of various sections of the Endangered Species Act (ESA) and provide assistance to multiple field offices, Headquarters, other Regions and the solicitor's office
- Serve as regional coordinator to provide policy guidance, technical assistance, training, litigation support, and foster cross-program and inter- and intra-agency communication and cooperation
- Provide science and policy guidance to field offices, other agency programs, and partners related to the ESA, including providing strategic support to meet program needs, set priorities, manage workload and program documents, e.g., executive briefings, notices, rules, plans, opinions, agreements, and permit applications
- Coordinate with senior leadership to develop and implement ES policies, program plans, operating procedures, and other administrative actions to ensure consistent application of policy, regulation and law within the Region.

Qualifications
Only experience and education obtained by the closing date will be considered. Basic Requirements for this position: You must meet A or B below to qualify for the position. A. Degree: biological sciences, agriculture, natural resources management, or related discipline appropriate to the position being filled.
OR
B. Combination of education and experience: courses equivalent to a major in biological sciences, agriculture, or natural resources - or at least 24 semester hours in biological sciences, natural resources, wild land fire management, forestry, or agriculture course work equivalent to a major field of study -- plus -- appropriate experience or -additional education that is comparable to that normally acquired through the successful completion of a full 4-year course of study in the biological sciences; agriculture, or natural resources. Specialized Experience Requirements: In addition to meeting one of the basic entry requirements listed above, you must have the appropriate specialized experience as described below. You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service that demonstrates your ability to perform the following duties: coordinating or facilitating activities pursuant to the Endangered Species Act; monitoring and evaluating field projects to determine progress ; planning and conducting on-site ecological investigations; reviewing rules, regulations, legislation and statutes pertaining to rare, candidate, proposed, threatened, and endangered fish, wildlife, and plant resources; and analyzing and/or evaluating grant proposals or conservation projects that meet conservation/management needs. You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates your ability to perform the following duties: leading activities pursuant to the Endangered Species Act, making decisions on grant proposals or conservation projects that meet conservation/management needs; monitoring and evaluating project activities to ensure accomplishment of program-wide objectives and effective and efficient expenditure of funds; planning, investigating, conducting, and reviewing on-site ecological investigations; serving as a technical expert in delivering training to diverse entities on fish and wildlife scientific topics; and leading the development of briefing materials, scientific and technical reports and correspondence. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Promotion Potential: This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-13. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level o GS-13. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. The selectee may be promoted without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. (1) In order to be eligible for PLC non-competitive status, a former member of the PLC must provide documentation, as part of their application, verifying their eligibility and meet the following criteria:
(a) Served as a qualified youth on an appropriate conservation project completing a minimum of 640 hours of satisfactory service that included at least 120 hours through the PLC;
(b) Applied to a vacancy announcement for which applications are being accepted from individuals with non-competitive status;
(c) Meet the Office of Personnel Management (OPM) minimum qualification standards stated in the vacancy announcement for the position which you are applying; and
(d) Completed his/her most recent Corps service, which provided him/her with a total of 640 hours, inclusive of 120 hours on a PLC project as defined in 16 USC 1723(d), within the last two (2) years.
(2) Appointments must be effected within the two years requirement.
(3) The two year time-frame cannot be extended.
(4) Selectees will be subject to a probationary period.
(5) This authority may be used for General Schedule and Federal Wage System positions.
Pay Range
$84,118.00 - $130,039.00
