Job Summary

A successful candidate in this position will support the Moab Uranium Mill Tailings Remedial Action (UMTRA) project with a duty station of Crescent Junction, Utah. The incumbent supports the management and implementation of Department of Energy (DOE) programs as a recognized subject matter expert in the field of Construction, Project Management, Quality Assurance, Safety, Environmental, DOE oversight, and Contractor Assurance.

Major Duties

Duties for positions in the 0801/1301 series (General Engineer/Physical Scientist) include the following:

GS 14

  • Lead, coordinate, and oversee assessments of site safety, health, and environmental programs
  • Serve as a senior technical authority for all operational activities at Crescent Junction and assist at Moab
  • Serve as the Subject Matter Expert in application of engineering design standards and codes relevant to safety engineering practices and methods including the engineering review of safety, health, and environmental documents
  • Serve as the DOE technical expert regarding operational activities and problem identification, analysis resolution and tracking, and problem solving

Qualifications

All applicants must meet the basic requirements and any additional requirements as stated under the Office of Personnel Management's Qualification Standard - Individual Occupational Requirements for 0800 and 1301 positions.

For General Engineer Basic Qualification Requirements are as follows:

A. Degree: Engineering.To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- B. Combination of education and experience-- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional.

For Physical Science Basic Qualification Requirement for grade level GS-14 and above are as follows:

A. Degree: physics; or related degree that included at least 24 semester hours in physics.

OR

B. Combination of education and experience -- courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education

In either A or B above, the courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.

AND

In addition to meeting the basic requirements, applicants must meet the specialized experience as identified below.

Specialized Experience requirements for GS-13 through GS-14 positions are as follows:

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.

GS-14 level candidates must have one year of specialized experience at the GS-13 level: Preparing audit plans, compiling and coordinating audit teams, preparing detailed written and oral reports and presentations of findings, deficiencies, engineering evaluations recommendations, required corrective actions and resolutions to safety, health, and environmental problems.

Formulating QA policy and coordinates oversight schedules, personnel, processes and procedures for safety, health, and environmental programs, including self-assessments for adherence to established procedures.

Coordinating safety engineering document reviews and recommending approval of safety engineering controls and engineering designs including civil, mechanical, electrical, and chemical disciplines, and reviewing materials, structures, safety codes, legal requirements, advising on safety requirements, and the economic impact of alternative solutions.

Providing recommendations on mitigation methods/actions to senior management and contractors based on technical expertise and experience with the facility during an incident; participating in post-incident critiques and providing input as appropriate. Rather, you must describe in your application how your past work experience demonstrates that you possess the KSAs identified below. Cite specific examples of employment or experience contained in your resume and describe how this experience has prepared you to successfully perform the duties of this position. Knowledge of the principles, methods and practices of program management review and appraisal techniques to review and evaluate contractor plans, policies, and proposed procedures necessary for implementation of operational policies and procedures.

Knowledge of the application of analytical or evaluation fundamentals in several areas sufficient to modify standard practices and adapt techniques to solve a variety of problems; adapt precedents or make significant departures from previous approaches to similar projects/programs to accommodate the specialized requirements for projects/programs; and apply the standard practices of other analytical disciplines as they relate to a specialty area.

Knowledge of concepts, theories, principles, and practices of engineering (e.g., civil, chemical, environmental, construction, mechanical, electrical, safety, and fire protection); OR the physical science fields (e.g., geology, chemistry, physics, health physics, metallurgy), as well as quality assurance and physical security and surety sufficient for independent technical evaluations of all aspects nuclear and non-nuclear hazardous materials handling, disposal cell construction, equipment maintenance, and operation activities.

Knowledge of Orders, Conduct of Operations, Occurrence Reporting, Accountability Rule, and other Federal regulations relating to the operations sufficient to ascertain contractor compliance in all areas of persom1el and nuclear/non-nuclear facility safety, environmental protection, and cost-effectiveness. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience

Pay Range

$107,807.00 - $140,146.00
