Job Summary

The incumbent serves as a Geographer (GIS Specialist) and the position is located within PPQ's Field Operations (FO) Core Functional Area (CFA). The primary duties are to provide consistent geographic information system (GIS) support as appropriate for program operations and management, with focus on tasks that support particular pest program or service area needs.

Major Duties

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.???????

Duties include but are not limited to the following:

  • Uses GIS to support plant health, diseases, and insect populations concerns.
  • Collects, evaluates, analyzes, and correlates data to ascertain and interpret the interrelationships existing among like phenomena or processes of geographic change and to help determine the significance to agency activities.
  • Follows high quality standards for the collection of spatial data relative to routine, non-routine, and emergency surveys and the detection, eradication, and management of plant programs.
  • Makes recommendations on how best to visually display data, which originate from known or easily discerned from available sources.
  • Works with environmental and biological data creating thematic data layers to support program operations and management decisions, in addition to providing the foundation for data analysis.

Qualifications

To qualify, you MUST meet all program and qualification requirements by the closing date of the announcement.To be eligible, applicants must meet one of the following requirements; Completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the previous two (2) years. or Individuals who, due to military service obligation, were precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period described above shall have a full 2-year period of eligibility upon release or discharge from active duty. This eligibility period cannot extend more than 6 years from the date on which the requirements for the academic course of study were met. In order to qualify for the Geographer position, you must meet the following minimum qualifications: Basic Requirement: Must have a Bachelor's or higher degree in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. (You must submit transcripts.) OR Must have a combination of education and experience: Courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown above, plus appropriate experience or additional education. (You must submit transcripts.) In addition, all applicants must meet the following minimum qualifications. GS-9: Must have one or more full-time years of specialized experience equivalent to the GS-7 level in the Federal service performing the following duties: 1) Experience using Esri products including ArcMap, ArcPad, ArcSDE, ArcObjects, ArcGIS Server, ArcGIS desktop and online platforms to develop and share geospatial data; 2) Development of mobile data collections systems using ArcPad studio for collection of spatial data (global positioning systems (GPS) for disconnected environments; 3) Assist in the developing maps and other visualization products, using proper design and cartographic principles, to communicate surveillance data (e.g. invasive species, pests, wildlife) and/or agricultural cropping systems; and 4) Provide GIS training and support to staff, spanning management to field level technicians, in the use of geospatial data and tools. OR Must have successfully completed two years of progressively higher level graduate education leading to a Master's degree or equivalent doctoral degree in GIS, Geography or a degree in a related field. (You must submit transcripts.) OR Must have a percentage of the education and experience which when combined totals 100% of the necessary education and experience to qualify for this position. (You must submit transcripts.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Pay Range

$53,917.00 - $70,094.00
