Job Summary

Major Duties

- At the entry level of this position, you will:

- Serve as an advisor on contaminant migration in soil, groundwater, surface water, and sediment at Resource Conservation and Recovery Act (RCRA).

- Provide technical support to project managers in the Remediation Branch corrective action sections and state environmental agencies in evaluating and assessing the nature and extent at RCRA corrective action sites and Polychlorinated Biphenyl (PCB) cleanup sites.

- Serve as a RCRA Corrective Action Manager responsible for planning, coordinating, managing and/or overseeing RCRA corrective action work at hazardous waste facilities.

Use a wide variety of methods and techniques to analyze a wide range of scientific, engineering, environmental protection and /or environmental management issues.

When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses.

Qualifications

You need a degree or combination of education and experience as described below to qualify for this position.In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:To qualify for the GS-09 level, you need to have at least one year of full-time experience equivalent to the GS-07 level defined as experience in conducting site assessments (e.g., soil and/or groundwater sampling and geophysical surveys) and cleanup of hazardous waste sites; experience interpreting and evaluating field data, work plans, and reports . These examples are not all inclusive.- OR master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree in the academic discipline as described below- OR an equivalent combination of education and experience.To qualify for the GS-11 level, you need to have at least one year of full-time experience equivalent to the GS-09 level defined as experience in planning and conducting site assessments (e.g., soil and/or groundwater sampling and geophysical surveys) and cleanup of hazardous waste sites; experience writing, interpreting, and evaluating field data, work plans, and reports. These examples are not all inclusive. OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree in the academic discipline as described below- OR an equivalent combination of education and experience.Your application package will be used to evaluate your competencies in the following areas:

- Ability to provide technical assistance, models or interpretations of data on matters related to a specific scientific method/approach/function and process.

- Knowledge of work involving the review and implementation of environmental standards and regulations.

- Ability to provide technical support to project managers in controlling the migration of contaminated ground water, and selecting the appropriate remedies for contamination in soil, groundwater, surface water and sediments.

- Knowledge in developing and implementing plans and agency-specific policies to carry out technical solutions to significant environmental problems.

- Ability to coordinate and oversee the contributions of other federal, state and local officials pertaining to the site.

- Knowledge on how to manage the administrative record of scientific/ engineering, management and informational documents.

- Ability to review and evaluate the facility owner-operator's work-plans, investigations and studies for adequate identification and measurement of public health and environmental threats and appropriateness of proposed remedies.

- Ability to perform community engagement activities such as drafting newsletters, public notices, presentations at public meetings and responding to questions and concerns raised by the public.

Pay Range

$56,945.00 - $89,572.00
