Job Summary

Monster Government Solutions (MGS) will be performing scheduled maintenance between Wednesday, March 18th at 12:01 a.m. and Friday, March 20th at 11:59 p.m. You may not be able to complete the application process during this time. This position is located in the National Weather Service (NWS), National Tsunami Warning Center (NTWC) with one vacancy in Palmer, AK.

Major Duties

The official title for this position is Interdisciplinary Geophysicist/Oceanographer/Physical Scientist. The working title for this position is Watchstander. As a Watchstander, you will perform the following duties:

  • Serve as a technical expert on the Tsunami public awareness/TsunamiReady program, working with the Lead to ensure the scientific integrity of the products and services provided to the public by the National Tsunami Warning Center (NTWC).
  • Maintain close liaison and coordination with the Directors of Civilian agencies, Commanders of Military Units, and community emergency preparedness officials in order to develop and maintain an effective system for the dissemination of tsunami warnings or potential earthquake and tsunami hazards.
  • Participate in research and integrate new scientific and technological advances and techniques into TWC operational procedures and operations.
  • Conduct an ambitious public education program to promote individual recognition of the threat of tsunamis and related phenomena.

These duties are described at the full performance level of GS-13; the GS-09, GS-11, and GS-12 are developmental leading to such performance.

EDUCATION:

BASIC REQUIREMENTS:This position may be filled in any one of the three series below (1313 or 1360 or 1301) in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet one of the following basic education requirements:

To qualify for the Geophysicist, 1313 series:BASIC REQUIREMENTS:This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience in order to be found minimally qualified. You MUST meet one of the following basic education requirements:A. Degree:that included at least 30 semester hours in mathematics (including calculus) and the physical sciences (geophysics, physics, engineering, geology, astronomy, meteorology, electronics, etc.).ORB. Combination of education and experience:courses as shown in A above, plus appropriate experience or additional education.- OR -To qualify for the Oceanographer, 1360 series:BASIC REQUIREMENTS:This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience in order to be found minimally qualified. You MUST meet one of the following basic education requirements:A. Degree:major study of at least 24 semester hours in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus 20 additional semester hours in any combination of oceanography, physics, geophysics, chemistry, mathematics, meteorology, computer science, and engineering sciences.ORB. Combination of education and experience:course work as shown in A above, plus appropriate experience or additional education.Note: Applicants who qualify on the basis of major study in biology or geology must have had at least 6 semester hours in the major directly concerned with marine science or 6 semester hours in oceanography; applicants who qualify on the basis of other physical sciences or engineering must have had differential and integral calculus and at least 6 semester hours in physics.- OR -To qualify for the Physical Scientist, 1301 series:BASIC REQUIREMENTS:This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience in order to be found minimally qualified. You MUST meet one of the following basic education requirements:A. Degree:physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.ORB. Combination of education and experience:education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.- AND -

SPECIALIZED EXPERIENCE:Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the GS‐09 level:

SPECIALIZED EXPERIENCE:In addition to meeting one of the Basic Requirements above, applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS‐07 in the Federal service. Specialized experience MUST include all of the following: Collecting seismic or tide data to assist with the monitoring of environmental warnings or forecasts. OR

Education Substitution: Master's degree in a related field, equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree in a related field.

OR

Combination of education and experience. Note: Only graduate education in excess of one year is creditable.

To qualify at the GS‐11 level:

SPECIALIZED EXPERIENCE:In addition to meeting one of the Basic Requirements above, applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS‐09 in the Federal service. Specialized experience MUST include all of the following: Using seismic or tide data to assist with the analysis of environmental warnings or forecasts. OR

Education substitution: Ph.D.or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.

OR

Combination of education and experience. Note: Only graduate education in excess of two years is creditable.

To qualify at the GS-12:

SPECIALIZED EXPERIENCE:In addition to meeting one of the Basic Requirements above, applicant must also possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience MUST include all of the following: Using seismic or tide data to assist with the analysis of earthquakes or tsunami warnings and forecasts; and

Assisting with the evaluation of environmental products and services. To qualify at the GS-13:SPECIALIZED EXPERIENCE:In addition to meeting one of the Basic Requirements above, applicant must also possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience MUST include all of the following: Using seismic or tide data to analyze earthquakes or tsunami warnings and forecasts; and

Evaluating technological advancements related to geophysical products and services.

Pay Range

$59,165.00 - $132,637.00
