Job Summary
Works under the supervision of the Chief, Fox River Operations, who issues assignments in general terms as to work methods, time limitations, priorities, and objectives to be achieved. This position is being filled under the Direct Hiring Authority (DHA) for Certain Competitive Service Positions in accordance with P.L. 115-232 National Defense Authorization Act (NDAA) FY2019, Sec 11015 USC Section 9905.
Major Duties
- Plans and conducts office and field activities for operation of the District's Winnebago, Fox River and Wolf River Basin stream gauging program.
- Works with water resources technicians and professionals from other agencies and private contractors to install, maintain, and operate stream gauging sites.
- Monitors data transmissions from these sites and identifies stations that are not functioning properly.
- Troubleshoots stations that are not providing the required level of service and either makes the necessary repairs or oversees repairs by the appropriate resource to return the site to full service in a timely manner.
- Performs repair and maintenance assignments at various monitoring stations. Determines solutions to problems by applying working knowledge of the different types of equipment and station history.
- Responsible for the operation and maintenance of a series of flood risk management dams on Lake Winnebago and the Fox River to include tainter gates which may be remotely operated via a Supervisory Control and Data Acquisition (SCADA) system.
- Purchases supplies and equipment with Government Visa Credit Card and financial management software for office and field.

For the GS-09: One year of specialized experience which includes experience with environmental gaging stations, electrical sensor and instrumentation equipment calibration, installation and integrations of sensors, field service and maintenance; utilizing laptops, tablets and a wide range of electronic testing equipment for programing, data logging, data processing and data storage and be familiar with MS office suite of software; understand how to take hydrologic flow readings and a basic understanding of surveying. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). Time in Grade Requirement for GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-08). For the GS-10: One year of specialized experience which includes having experience programing environmental gaging stations, conducting gaging station verification, electrical sensor and instrumentation equipment calibration, installation and integrations of sensors, field service and maintenance; utilizing laptops, tablets and a wide range of electronic testing equipment for programing, data logging, data processing and data storage and be familiar with MS office suite of software; conduct hydrologic flow readings and surveys utilizing electronic instrumentation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). Time in Grade Requirement for GS-10: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). For the GS-11: One year of specialized experience which includes designing and programming environmental gaging stations, independently conduct gaging station verification, installation and integrations of sensors, field service and maintenance; utilizing laptops, tablets and a wide range of electronic testing equipment for programing, data logging, data processing and data storage; analyzing and documenting instrumentation readings; conducting hydrologic flow readings and surveys utilizing electronic instrumentation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-10).
