Job Summary

This position is part of the R2-Division of Water Resources as a Hydrologist with the U.S. Fish and Wildlife Service's Southwest Regional Office in Albuquerque, NM. This announcement is being advertised concurrently under R2-20-10692963-CS-MP for current and former federal employees serving under a competitive service career or career-conditional appointment or reinstatement eligible. Major Duties

This position serves Interior Regions 6, 7, and 8 as the Division of Water Resources Chief. This position serves a key role in the use of water in managing habitat on lands, easements, and rights-of-way, for lands within and adjacent to the National Wildlife Refuge System (NWRS). The leadership provided by this position serves to represent the Service in the obtainment of water-related funding and development of projects and partnerships for leveraging use of water for habitat management and protection of infrastructure. Without this position, the NWRS may be dramatically less successful in reaching its natural resource goals and objectives. As the Division of Water Resources Chief, duties may include, but are not limited to, the following:

  1. Serve as expert consultant and provide advice to staff, other Service officials, and field managers concerning surface and ground management issues.
  2. Prepare position papers; review documents and plans; secure water rights; and make implementation decisions.
  3. Obtain cooperation from and maintain liaison with parties and agencies interested in decisions of the Service, such as local and state water officials, conservation groups, industries, and news media representatives.
  4. Provide coordination with the states, other Federal organizations, Congressional contacts, and others as they relate to fire management issues.

Qualifications

Only experience and education obtained by 01/23/2020 will be considered. BASIC QUALIFICATION(S), 1315 SERIES: To qualify for the 1315 (Hydrology) series, applicants must possess the following education and/or experience. Successful completion of a 4-year degree in physical science, natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. Course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. (Note: Transcripts MUST be submitted to document educational accomplishments.); OR Possess a combination of education, as described above, from an accredited college or university AND experience-course work as shown in "A" above, PLUS appropriate experience or additional education. (Note: Transcripts MUST be submitted to document educational accomplishments.) MINIMUM QUALIFICATION(S), GS-14 GRADE LEVEL: In addition to the Basic Qualification(s) described above, applicants must possess the specialized experience outlined below to qualify for this position at the GS-14 grade level. Possess 1 year of specialized experience equivalent to at least the GS-13 grade level. Specialized experience includes all of the following: advising high level management on the planning, coordination, development, and execution of complex hydrologic investigations; resolving conflicts and negotiating agreements for water use, developing and leading complex hydrological projects for a variety of habitats and endangered species; and providing effective leadership for a staff conducting complex water rights studies. Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. Applicants will receive credit for all qualifying experience, including volunteer experience. $108,486.00 - $141,029.00
