Job Summary
This position is part of the R7-Division of Refuge Water Resources. As a Hydrologist you will be responsible for water quality and hydrology, particularly related to surface water resources in the region.
Major Duties
- Serves as the senior technical expert for the region pertaining to water law, water rights and policy.
- Provides technical and policy advice on all water issues to the Regional Directorate, Regional Refuge Chief, I&M staff, Refuge Project Leaders and other Service staff concerning the state of complex water resources, water rights and policy, projects, and scientific investigations on refuges.
- Evaluates activities of operating staff regarding water monitoring and management to improve effectiveness of monitoring and management, and to ensure quality control of field procedures and protocols.
- Plans, designs, and produces Water Resource Inventory and Assessment (WRIA) reports for the Region
- Develops new products and procedures to map, inventory, and asses' water resources, water features, threats, and needs at National Wildlife Refuges.
- Consults with refuge staff, reviews historical and legal documents, and compiles scientific literature and original research on water rights, water quantity, water quality, aquatic habitat climate, soils, geology, water measurement data and records, land use and resource development, and engineering analyses to develop threats and needs assessments.
- Applies new or modified statistical techniques to assess, communicate, and display water resource features, threats, and needs.
- Participates on a regional and national intra-agency teams that design and develop the data format and data content of these assessments and provides summary and outreach reports that compliment other Service programs and inform Service leadership.
- Provides leadership, technical guidance and contract oversight.
Qualifications
Only experience and education obtained by the closing date will be accepted. BASIC QUALIFICATION REQUIREMENTS - HYDROLOGY, GS-1315: In order to meet the basic qualification requirement for the GS-1315 series as an Hydrologist, your application materials must demonstrate that you meet either A, B or C below: A. Have one year (52 weeks) of specialized experience equivalent to the GS-11 grade level in the Federal Service. Examples of specialized experience may include: conducting professional analysis of hydrologic information to legally support or defend water rights or reservations of water; significantly contributed, through the evaluation and analysis of hydrologic data, to the development of integrated land or resource management plans. B. Degree: Possess a physical or natural science, or engineering degree that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. Calculus and physics, as described above, are requirements for all grade levels. C. Combination of education and experience: Possess course work as shown in B above, plus appropriate experience or additional education. Evaluation of experience: Acceptable experience must have included performance of scientific functions related to the study of water resources, based on and requiring a professional knowledge of related sciences and the consistent application of basic scientific principles to the solution of theoretical and practical hydrologic problems. The following is illustrative of acceptable experience: field or laboratory work that would require application of hydrologic theory and related sciences such as geology, geo-chemistry, geophysics, or civil engineering to making observations, taking samples, operating instruments, assembling data from source materials, analyzing and interpreting data, and reporting findings orally and in writing. In some cases, professional scientific experience that is not clearly water resource experience may be acceptable if such experience was preceded by appropriate education in hydrology or by professional hydrology experience. You may qualify at the GS-12 level if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service. Examples of specialized experience may include: conducting professional analysis of hydrologic information to legally support or defend water rights or reservations of water; significantly contributed, through the evaluation and analysis of hydrologic data, to the development of integrated land or resource management plans. Pay Range
$85,799.00 - $111,543.00
