Job Summary
This position is being filled under the Direct Hiring Authority (DHA) for Certain Competitive Service Positions Responsible for the execution of environmental remediation & policies that affect the welfare of the public in support of the Formerly Utilized Sites Remedial Action Program (FUSRAP). This position will be located in Hazelwood, MO & will allow for situational telework only. This position is NOT eligible for Full-time telework.
Major Duties
- Provides advice and guidance to District FUSRAP team members to improve procedures and results.
- Provides updates to the controversial cleanup policies to the public and/or other federal stakeholders.
- Confers with engineers and scientists in other organizational units on a project on various aspects of planning, engineering, design and construction to resolve conflicts that could delay the completing the work on time.
- Ensures consistency in work products, provides expertise, and advises on the impacts of the other FUSRAP engineering disciplines.
- Ensures agency goals are met and the well-being of the public affected by the remediation activities are achieved.
- Anticipates issues with current sampling techniques and changes existing knowledge of the theories of how contaminants have migrated during the FUSRAP project.
- Provides significant and innovative recommendations to scientists and engineers while executing the remediation goals of the program.
- Collaborates with staff engineers, scientists and technicians to provide expert advice on how to achieve FUSRAP remediation goals and objectives.
- Coordinates and reviews the analyses, studies and other technical products prepared under FUSRAP.

Engineering - 0801, 0810, 0819 series

Geologist - 1350 series Minimum Qualifications GS-11: Specialized Experience: One year of specialized experience which includes assisting in the completion of environmental sampling investigations, engineering assessments, and/or surveys; collaborating with team members to ensure project completion/success; monitoring schedules, progress, and/or suspense dates to ensure work is completed on time; and preparing technical reports regarding environmental compliance and/or environmental quality data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study]. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Minimum Qualifications for GS-12: Specialized Experience: One year of specialized experience which includes performing sampling investigations to determine best remediation techniques; providing internal and/or external customers with technical findings; preparing scope of design work, plans and specifications, estimates and/or project justifications; compiling, analyzing, and/or reporting environmental compliance and/or environmental quality data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
