MajorDuties

  • This position serves a Regulatory Project Manager and utilizes a professional knowledge of natural, physical, and social sciences theories, practices, and methodologies, as they relate to the natural and human environment.
  • Evaluate Department of the Army permit applications, permit compliance, and or enforcement cases; develop and manage general permits; develop procedures to implement directives from higher authority; and serve as a District representative.
  • Manage the permit workload including pre-application consultation, evaluation of applications, and monitoring of permit compliance.
  • Manage applications and permits for activities of work in waters of the United States. Projects include highways, bridge approach and causeway fills, large marinas, commercial, industrial, or residential projects.
  • Projects involve structures, dredging and/or filling in navigable waters of the United States.
  • Assist the District regulatory program through the development, administration, and implementation of programmatic initiatives and requirements such as local permit and/or special operating procedures.
  • Assist with new general permits or revisions to existing permits, joint application procedures, public information programs, training programs.

Additional information about transcripts is in this document. Basic Requirement for Environmental Resource Specialist / Biological Scientist , GS-0401: A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Basic Requirement for Physical Scientist, GS-1301: A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes assisting with at least 5 of the following areas (1) processing Section 404 and Section 10 permit reviews; (2) wetland delineation or stream assessments; (3) completing approved Jurisdictional Determinations; (4) completing Regulatory permit enforcement, compliance actions, and investigations; (5) knowledge of state aquatic resources and water regulations; (6) knowledge of other federal laws such the National Environmental Policy Act (NEPA), the Endangered Species Act (ESA), the National Historic Preservation Act (NHPA); (7) experience consulting with federally recognized tribes and knowledge of federal agency tribal trust responsibilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
