Job Summary
This position is in the US Army Corps of Engineers, Galveston District, Regulatory Division, located in Galveston, TX.
Major Duties
- Evaluate Department of the Army permit application and compliance cases for activities in waters of the U.S.
- Develop and manage general permits (GPs)
- Facilitate the management of the Branch permit workload including pre-application consultation, evaluation of applications, and monitoring of permit compliance.
- Provide advice and participate in interagency meetings with long-range planning needs.
- Prepare detailed site evaluations to establish base environmental conditions including delineation of wetlands, characterization of the natural and human phenomena at project sites and a determination of the relative quality of waters of the U.S.
- Serve as the technical representative and/or witness during court cases on, or contesting, Department of the Army permit or compliance action(s).
- Assist the office of Counsel in preparation of litigation reports. Coordinate legal issues with appropriate local, state and Federal agencies, and assist Corps office of Counsel and the Assistant U.S. District Attorney when requested.

A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Basic Requirement 1301 Physical Science:
A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Basic Requirement 0150 Geography:
A. Degree: Bachelor's degree (or higher degree) in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields.
OR
B. Combination of Education and Experience: Courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience GS-12 Level
Specialized Experience: One year of specialized experience which includes two of the following three duties: 1) Preparing environmental permit applications for work covered under section 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act; OR 2) Review submitted permit requests to advise personnel on needed modifications; OR 3) Communicating with various agency representatives on environmental concerns. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11 or equivalent. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12 grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas:

Pay Range
$88,214.00 - $114,683.00
