Job Summary
In this position you will serve as Project Engineer with responsibility for the administration, management, and engineering supervision over construction activities at a number of project sites in a major geographical area. The nature and range of projects include but are not limited to Superfund Military and Civil Works Projects, construction, and/or rehabilitation with an annual estimated work placement is at least $4 million.
Major Duties
- As Project Engineer, may be delegated limited Authorized Representative of the Contracting Officer (COR) authority. Duties include:
- Review or directs the review of: plans and specifications for construction practicability of design and clearness of detail, shop drawings for compatibility with contract requirements, adequacy of equipment and feasibility of installation;
- Review or directs the review of contractor's construction schedule for proper phasing of the various trades and erection of designated construction features; and, contractor's quality control program to insure compliance with specification.
- Evaluate construction program activities to ascertain if objectives are met and that a proper and effective control over construction operations is maintained.
- Determine adequacy of government and contractor personnel progress, workmanship, equipment and materials, adequacy of inspection being performed, enforcement of safety regulations, and general overall conformance to Corps of Engineers standards.
- Make final inspection before turning over constructed projects to using agency and recommends acceptance or rejection of contractor completed work.
- Personally investigate and report on situations in controversy with contractor where formal claims by the latter may be anticipated.
- Gather facts, insures accuracy, and checks government estimates, reports, and findings. Takes timely and effective action to prevent construction delays or work stoppages.
- Negotiate with contractor, the costs involved on requests for time extensions and additional work or changes to original contract as a result of unforeseen site conditions.
- Attend conference with representatives of the using agency, contractor, Architect-Engineer firms, agency employees to jointly discuss and implement changes in program objectives, changes in design criteria and other controversial matters.
- Projects may include environmental remediation to remove pollution or contaminants from water and soil. These waste products / toxic substances are removed for the protection of human health, as well as to restore the environment.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience applying a knowledge of engineering or architectural principles and practices in relation to managing construction projects; experience reviewing plans and specifications, and experience monitoring quality of construction and construction progress. This definition of specialized experience is typical work performed at the next lower grade/level position in the federal service GS-11. $83,397.00 - $108,421.00
