Job Summary

This is a Regional Technical Specialist (RTS) position that serves as the Water Control Data Manager for Hydrology, Hydraulics and Coastal (HH&C) Community of Practice (CoP). The RTS duties will be performed 25% of the time. PLEASE NOTE: The duty location will be determined upon selection and can be at any of the 6 Districts within MVD. **This position will allow for situational telework only. This position is NOT eligible for Full time telework.

Major Duties

  • Provides support and leadership within the MSC for Corps Water Management System (CWMS) and Water Control Data System (WCDS) server administration and database operations.
  • Assists and guides WCDS operations through the regional server admin group and execution of continuity of operations plans.
  • Develops guidelines and procedures for enhanced data management and CWMS server operations.
  • Provides advice and consultation on data acquisition and data management requirements for USACE projects.
  • Develops and fosters training opportunities for WCDS and CWMS system operations throughout the MSC and nationally.
  • Consulted by other individuals from within the MSC and often by organizations elsewhere within USACE in WCDS operations and CWMS administration.
  • There is both a national and regional initiative to make real-time data available for emergency response and upward reporting.
  • The operation of water resource projects in a manner consistent with purposes specified in authorizing legislation is a critical mission of the Corps of Engineers.
  • The Water Control Data Systems are an integral part of successful water management operations and include the equipment and software used in the acquisition, transmission, processing, and dissemination of real-time hydrometeorological data.

1550 Computer Scientist In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized experience is described as 1) Operation and Maintenance of water control data systems and components 2) Develop or lead the development of information systems which collect, process and provide for distribution of hydrologic data, 3) Provide expert consulting services and technical assistance on enterprise Automated Information Systems pertaining to water management, hydrology and hydraulics, and hydrodynamic issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal Service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas:

Pay Range

$91,231.00 - $132,974.00
