Job Summary
This position works directly under the Chief of Operations Division and will serve as a lead Safety enforcement officer, the Contracting Officer's Representative (COR), a technical and operational expert, and the advisor and principal source of expertise with regards to operation of maintenance, construction management, quality assurance, safety management, and project controls. NOTE: Management may make a selection at the GS-12 or GS-13 grade level.
Major Duties
- Serves as the lead Safety enforcement officer with a thorough knowledge of the Corps Safety Manual, EM 385-1-1 and applicable ANSI and other OSHA standards.
- Serves as Contracting Officer?s Representative (COR) on a Barge Construction Contract which includes the fabrication of barge as well as other structural components and the installation/integration of robotic automated production systems.
- Analyzes problems and reviews and interprets the requirement of plans and specifications for subordinate personnel, Contractor representatives, and other interested persons.
- Plans work to be accomplished, sets priorities, schedules work phases, and makes work assignments based on urgency of the work and subordinates capabilities.
- Maintains a thorough knowledge of the Corps Safety Manual, EM 385-1-1 and applicable ANSI and other OSHA standards.
- Carries out position management responsibilities for organizing and controlling work assignments in a way that promotes maximum productivity and effectiveness, while keeping costs at a minimum.
- Confers with Contractor's representatives on matters pertaining to interpretation of plans and specifications.
- Interacts directly with major suppliers of specialized equipment prior to, during, and after installation to assure compliance with all technical requirements, specifications, and drawings.
- Assures that all construction inspection is accomplished in accordance with governing plans and specifications and that construction inspection is accomplished in accordance with the terms of the contract.
- Reviews Contractor Safety Plans and Activity Hazard Analysis, AHAs, and takes necessary action to insure work is planned out safely.

I have one year of specialized experience equivalent to the GS-11 in the Federal Government which included experience in 1) Planning government activities, multiple designs and construction contractors projects; 2) Technical and operational experience with regards to construction management, quality assurance, and safety management; and/or 3) Assist in preparing Government estimates and negotiations with the Contractor for contract modifications. GS-13
I have one year of specialized experience equivalent to the GS-12 in the Federal Government which included experience in 1) Planning, directing, and coordinating government activities, multiple designs and construction contractors projects; 2) Technical and operational experience with regards to construction management, quality assurance, safety management, and project controls; and 3) Preparing Government estimates and negotiations with the Contractor for contract modifications. GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
GS-13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). All qualification requirements, including time-in-grade and time after competitive appointment, must be met by the closing date of this announcement.
Pay Range
$76,721.00 - $132,974.00
