Job Summary

This position is being filled under the Direct Hiring Authority (DHA) for Certain Competitive Service Positions in accordance with P.L. 115-232 National Defense Authorization Act (NDAA) FY2019, Sec 11015 USC Section 9905.

Major Duties

  • Conducts and directs design studies and computations of features concerning principles of geotechnical engineering.
  • Utilizes computer software and applications necessary for the completion of the project and properly integrates other mathematical and graphical methods.
  • Designs and directs installation of instrumentation to determine the magnitude of consolidation, lateral movement, and pore pressures within structural foundations, earth embankments, and native materials.
  • Prepares reports or design analyses for structures or foundations for preliminary investigations, survey reports, general design, and final design.
  • Prepares government estimates, scopes of work, requests for proposals and manages and tracks the progress and adequacy of work assigned to AE contractors.
  • Reviews deliverables prepared by AE contractors covering civil projects for soil, rock and foundation features.
  • Assist in executing Division wide programs including the Dam Safety Program, Levee Safety program, Workload Sharing, and Agency Technical Review.
  • Inspect geotechnical features of completed dams, levees, floodwalls, navigation structures, etc.
  • Provide comprehensive evaluations of geotechnical instrumentation to support dam safety and levee safety periodic inspections and periodic assessments; evaluate adequacy of design.

Qualifications

US Citizens In order to qualify, you must meet the education and requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. For GS-11: Specialized Experience: I have one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes being responsible for preparation of geotechnical evaluations and design analyses; assisting with soil data analysis; and promoting dam and levee safety by providing geotechnical review and evaluation of a project. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Civil Engineering. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. For GS-12: Specialized Experience: I have one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes being responsible for geotechnical engineering design and soil- rock investigation to address dam safety deficiencies associated with large infrastructure AND dam safety risk assessment.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
