Major Duties
- Serve as the Engineering Division coordinator and spokesperson for assigned projects.
- Plan, organize, coordinate, direct, and control the combined efforts of Division staff and contract services to ensure the accomplishment of project objectives.
- Develops Division input for the Project Managers Project Management Plan.
- Apply agency regulatory guidelines governing various stages of project development and design process, as well as specific regulatory guidelines, policies, and standard operating procedures for the particular types of projects assigned.
- Acts as Division coordinator for engineering and design support of construction activities.
- Participate as a member of the negotiation team for A-E contract activities.
- Review directives and/or criteria received from the project manager or others which outline the requirements and funds limitations for proposed work.
- Provide regulatory and engineering requirements, initiate and monitor on-site pre-design conferences with members of other organizational segments within and external to organization.

US Citizens In order to qualify, you must meet the education/experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. In addition to meeting the Basic Education Requirements listed under the Education section, to qualify for this position you must also meet the qualification requirements listed below: For GS-11:Specialized Experience: One year of specialized experience which includes professional engineering work that involved carrying out local guidance for Architect-Engineer (A-E) contracts; performs review of architect-engineer studies under the guidance of senior engineers; reviewing technical aspects of contracts; assisting with preparation of government estimates for A-E design fee; gathering information from the field for use in studies or design efforts; tracking funding for project charges. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Engineering or Architecture. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. For GS-12 Specialized Experience: One year of specialized experience which includes experience in managing all phases of complex Architect-Engineer (A-E) contracts; applying agency regulatory guidelines governing the various stages of project development and the design process; preparing statements of work; providing briefings to higher-level management on status of projects; coordinating engineering and design support of construction activities; reviewing A-E proposals against estimates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For GS-12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. The GS-12 level also requires registration as a Professional Engineer (PE) or Professional Architect (PA) by any State, the District of Columbia, Guam, or Puerto Rico.
Pay Range
$64,009.00 - $99,741.00
