Job Summary

This position is located in the US Army Engineer District, Engineering and Construction Division, Design Branch, duty station Memphis, TN. Incumbent serves as the district Value Engineering Officer and, as such, is responsible for planning, developing, coordinating, and execution of the VE Program and the 2028 MVM Value Engineering Initiative as it applies to district work programs and work external to the district.

Major Duties

  • Plans, establishes and promotes an active and productive Value Engineering (VE) Program as it applies to the district's civil and military works programs.
  • Develops and establishes local policies and procedures for conduct and accomplishment of VE studies.
  • Develops and assigns cost targets for value engineering savings to various organizational elements while ensuring goals are met.
  • Assures there is an effective effort by the district in the performance of VE studies by providing guidance and assistance to all project and technical managers in obtaining the VE program.
  • Promotes, expedites, and coordinates review of contractor VE proposals.
  • Assures that maximum cost reduction is being realized in the proposals developed through adherence to pertinent VE methodology.
  • Assists in the execution of the Corps-wide V-E program.

In addition to meeting the basic requirement below, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) independently managing a program, such as, Value Engineering, 2) develop cost models, perform functional analyses, and develop viable alternatives to project features, that enhance the functions and reduce the life cycle costs while maintaining or enhancing the quality of the project.; 3) assigning cost targets for projects; 4) conducting oral presentations, such as trainings, plans, recommendations, etc.; and 5) leading a team on projects and programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Pay Range

$91,231.00 - $118,603.00
