Job Summary

This is a permanent position with Headquarters, US Army Corps of Engineers, Directorate of Civil Works, located at the U.S. Government Accountability Office (GAO) building; 441 G. Street NW, Washington, D.C. Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management.

Major Duties

  • As Senior technical expert, responsible for coordinating and implementing the national program regulatory guidance on aquatic resources, wetlands, mitigation, Clean Water Act Sec 404(b)(1) Guidelines, Nat'l Environ Policy Act, and legal requirements.
  • Develops national policy based on current issues, program needs and implementation problems, used by Corps Districts to ensure consistent application of policy nationwide.
  • Develops national policy for use by Districts in conjunction with the Corps Regulatory Program regulations.
  • Answers inquiries regarding existing policy and conducts oversight of Corps field offices, providing clarification of existing and new proposed guidance of the Regulatory Program.
  • Reviews and evaluates policy and regulatory statutes, Section 404 Clean Water Act, Section 10 Rivers and Harbors Act of 1989, Section 103 Marine Protection, Research, and Sanctuaries Act of 1972, Coastal Zone Management Act, etc.
  • Coordinates negotiations of the current position on policy issues with representatives of various agencies, i.e. Environmental Protection Agency, U.S. Fish and Wildlife Services, National Marine Fisheries Service, Department of Agriculture, etc.
  • Represents the organization at various agency and interagency meetings, conference, and congressional and public hearings to present briefings and technical papers; discusses, coordinates, and formulates Regulatory Program policies and guidance.
  • Develops and presents training requirements to personnel of Headquarters US Army Corps of Engineers (HQUSACE) and Corps Field Activities relating to the most recent technical and Regulatory Program policy and guidance.

To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: providing regulatory program guidance and interpretation on wetlands, mitigation, water quality issues, and on Clean Water Act 404(b)(1) guidelines, National Environmental Policy Act and various permit applications; developing national policies on Regulatory Program issues and determining if regulatory guidance has been adequately and consistently interpreted and applied; analyzing methods and techniques to develop strategic plans and evaluating results of program execution; and communicating with organization's staff, key personnel, and other stakeholders on the Regulatory Program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Experience required at GS-14: To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: providing technical consultation and evaluation expertise on the Regulatory Program; identifying and evaluating alternatives solutions to reach a decision on permit applications, and developing approaches to increase efficiency and avoid delays in decision making; analyzing technical issues, regulations, principles, environmental guidelines and acts (such as the National Environmental Policy Act (NEPA), Clean Water Act), physical, biological and chemical integrity of nation's aquatic resources; and representing the organization in meetings, hearings, conferences, briefings and groups to persuade, present ideas, or negotiate and articulate the mission of the Regulatory Program.
