Job Summary
Army Public Health Center mission is to promote and prevent disease, injury and disability of Soldiers, military retirees, their Families and Department of the Army Civilian Employees; and assure effective execution of full spectrum veterinary services for Army and Department of Defense Veterinary missions. This position serves in a staff capacity within the Quality Safety, and Regulatory Compliance Office.
Major Duties
- GS-11 Responsible for reviewing ongoing processes along with process documentation and technical criteria to determine compliance with quality system requirements.
- Responsible for maintaining quality records to support the quality system and generate updates of these records as required.
- Responsible for assisting in the preparation of quality system supporting documents such as protocols, standard operating procedures, quality plans/manuals, and record keeping systems.
- Responsible for assisting with audits to determine degree of compliance with quality system requirements.
- GS-12 Responsible for conducting system, phase and method audits as well as quality system assessments to determine degree of compliance with policy, accreditation requirements, regulations and quality system requirements.
- Responsible for developing quality assurance criteria for evaluating analytical chemistry and toxicology work performed in the organization.
- Responsible for developing criteria and methods for evaluating organizational accomplishments and trends, and recommending changes in program organization and emphasis.
- Responsible for developing, implementing, and monitoring quality system requirements for Army Public Health Center Laboratory and Toxicology Directorates to include sampling and analytical procedures and technology base programs.

Additional information about transcripts is in this document. Basic Requirement for Physical Scientist series 1301: A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Basic Requirement for Chemist series 1320: A. Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. OR B. Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education. Basic Requirement for Biologist series 0401: 1. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR 2. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: For GS-11: Specialized Experience: One year of specialized experience which includes: 1) assisting in the preparation of quality system supporting documentation; (2) coordinating support for scheduled audits and/or inspections; AND 3) assisting with data quality assessments to identify adverse quality trends for corrective actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. For GS-12: Specialized Experience: One year of specialized experience which includes 1) developing quality assurance criteria for evaluating analytical chemistry and toxicology work performed in the organization; 2) performing pilot studies to assess the feasibility of initiating proposed quality improvements; AND 3) conducting audits or assessments to determine compliance with quality system requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, at the GS-12 grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
