Job Summary
This is an Interdisciplinary, GS-12 position with the U.S.Army Corps of Engineers, Memphis District, Operations Division, Regulatory Branch. The incumbent will utilizes a professional knowledge of natural, physical and social sciences theories, practices, and methodologies, as they relate to the natural and human environment, to serve as a Permit Manager for the District. Note: This is not a virtual position. Telework is available after successful performance evaluation.
Major Duties
- Facilitates the management of the Branch permit workload including pre-application consultation, evaluation of applications, and monitoring of permit compliance.
- Serve as technical expert to evaluate Department of the Army (DA) permit application, compliance, and/or enforcement cases for activities in waters of the US and/or navigable waters of the US within the regulatory authority of the Clean Water Act.
- Facilitates the management of the section enforcement workload by personally conducting or managing the investigation of unauthorized work and developing and determining the resolution of enforcement actions.
- Assists in the management of the District regulatory program through the development, administration, and implementation of programmatic initiatives and requirements.
- Manage and develop general permits, to include state program GPs (SPGP), and regional conditions for nationwide permits (NWP).

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes identifying, interpreting, and evaluating complex regulatory factors and related natural, cultural and social conditions; developing and/or evaluating environmental documentation, such as those conducted under the National Environmental Policy Act, Section 404(b)(1) Guidelines, Endangered Species Act, and National Historic Preservation Act; and developing and managing permits.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Pay Range
$76,721.00 - $99,741.00
