Job Summary

This position is located at the Alaska Regional Office in Juneau, Alaska. The incumbent serves the Regional Office and is responsible for planning support and developing a comprehensive, integrated natural resource information program while providing leadership, scientific expertise, and support addressing a wide array of resource information needs Region-wide. Major Duties

  • Implement a wide array of technology and applications supportive of strategic planning for a natural resource management program.
  • Plan and execute integrated resource analysis studies in connection with the improvement of an Agency resource management process.
  • Define resource and information products required to meet needs associated with land and natural resource management.
  • Present program of work to senior leaders within the organization to help determine priorities.
  • Maintain continuing contact with key persons to relate the concepts of an information management program to the total management program of an Agency.
  • Serve as a representative and spokesperson at multiple organizational level resource information meetings, workshops, and conferences.
  • Develop a comprehensive natural resource information program for a specific geographic land area.
  • Evaluate needs associated with land and natural resource management at multiple government levels.
  • Provide input to upper level management on the development and implementation of policies.
  • Provide training in various software programs for purposes such as: geospatial assessment, timber yield, watershed condition, ecosystem dynamics, economics, and wildlife habitat and transportation systems.
  • Serve as technical authority for natural resource information applications such as Geospatial Data collection and analysis, advanced remote sensing and cartographic technologies and processes.
  • Develop standards for resource analysis and reporting in order to implement all aspects of strategic-level analysis for a geographic region.
  • Foster an inclusive workplace where diversity and individual differences are leveraged to achieve the vision and mission of the organization.
  • Plan the work to be accomplished by assigning work to employees and establishing production or quality standards for the unit?s work.
  • Perform administrative and human resources management functions for the unit such as providing advice, counsel or instruction on both administrative and work matters.
  • Establish and communicate guidelines and performance requirements to employees including conducting formal performance reviews and identifying developmental and training needs of employees.
  • Supervisory responsibilities will account for no more than 20% of overall duties.
  • Duties listed are at the full performance (GS-13) level of federal service.

GS-0401:

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in a major field of study that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Related course work generally refers to courses that may be accepted as part of the program major. OR Combination of education and experience that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, AND experience sufficient to demonstrate that I possess the knowledge, skills, and abilities required to perform work in the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation. GS-1301:

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR Combination of education and experience -- education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience in the amounts listed below. Specialized Experience Requirement: For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as: Professional experience implementing established business and technical requirements to support the collection, input, storage, and retrieval of natural resource data in support of land management processes; and coordinating the technical support of deployed applications in the use of geospatial technology and Geographic Information Systems (GIS) related to land management. For the GS-13: You must have one year specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as: Professional experience leading and facilitating discussions with managers and/or resource specialists in determining business and technical requirements for the collection, input, storage, and retrieval of natural resource data in support of land management processes; and directing the technical support of deployed applications OR, Professional experience developing and applying scientific geospatial analytical methods to guide natural resources-related land management decisions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Pay Range

$85,799.00 - $132,637.00
