Job Summary

The incumbent is responsible for managing approved engineering and construction projects in the Western Area Power Administration (WAPA), UGP Region, Maintenance, Engineering, includes projects associated with other government agencies, local utilities, municipalities, independent power producers, and other system customers using project management tools, techniques, and practices. Incumbent leads coordination, collaboration and management to execute assigned special engineering projects.

Major Duties

  • Responsible for the development of project definition, scope, justification and authorization reports (FDR’s and FDS’s) for validation of addition and modifications for assigned power system facility projects.
  • Responsible for the coordination, preparation and review of technical provisions of power marketing contracts, lands acquisition, environmental assessments, engineering services, supply and construction specifications and drawings for UGP projects.
  • Provides technical expertise in the disciplines of civil engineering or electrical engineering and power transmission for program and project development, implementation and execution.
  • Schedules, leads and participates in technical engineering reviews of specifications and drawings for civil and or high voltage electrical projects.
  • Oversees, develops and/or coordinates the preparation of conceptual and feasibility studies. Directs conceptual, feasibility and final engineering design, drawings, cost estimates, technical specifications and solicitations.

SPECIALIZED EXPERIENCE REQUIREMENTSA qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. GS:13- One year of specialized experience equivalent to the GS-12. Specialized experience is defined as: Planning, executing, and monitoring high voltage (69-kV and above) substation and transmission line projects. Experience must include high voltage substation and transmission line projects. Your application and resume should demonstrate that you possess the following knowledge, skills and abilities (KSAs). 1.Knowledge of electrical engineering theories, principles, practices, and techniques associated with power system planning, design, construction, operations and maintenance.2) Knowledge and mastery of the principles and practices of project management.3) Skill in planning, organizing and directing a team study work and to negotiate effectively with management to accept and implement recommendations where the proposals involve substantial resources or may be controversial.4) Ability to apply a wide range of leadership and team building techniques including scope of work determinations, business and technical writing, policies, and procedures, workload balancing methods, budget and acquisition management.5) Ability to communicate highly technical information and reports with others and brief senior management on project findings/status using both written and oral presentations.

Pay Range

$102,288.00 - $125,895.00
