Major Duties

The incumbent is responsible for performing the duties of an Engineer and Project Manager that result in the successful execution of high visibility customer requests and projects for system expansions or major WAPA improvement projects. Projects typically require coordination and cooperation among numerous functional areas such as engineering, maintenance, environment, information technology, operations, power marketing, procurement, and administration projects.

SPECIALIZED EXPERIENCE REQUIREMENTSA qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.

Specialized experience for this position is defined as:

GS-12: Five years of specialized experience in Project Management and Civil Engineering or Electrical Engineering. Examples of specialized experience include: Providing leadership and project management through all phase of development and construction for high voltage construction projects including substations and or transmission lines.

Communicating and working with multiple contributing groups including engineering, land departments, environmental, procurement, maintenance and other inside and outside project stakeholders.

Financial tracking of high voltage electrical projects from project initiation to project closeout.

Technically proficient in both civil or electrical engineering and the ability to apply that technical knowledge to the project development and construction process without actually being a design engineer on the project. Mastery of advanced electrical/civil engineering concepts, principles and practices that enables the incumbent to serve as an expert in accomplishing the full range of responsibilities concerned with planning, design, and installations of transmission lines. Ability to incorporate the latest developments in the areas of: fiber optic cables, transmission line ampacity ratings, conductor selection, conductor and overhead ground wire vibration, galloping, oscillation, induction phenomenon, insulation, corona and field effects for transmission lines. Working knowledge of ANSI, IEEE, National Manufactures Association (NEMA), National Electric Code (NEC), International Electro-technical Commission (IEC) and other industry standards used by power system engineers in the design, testing, construction, operation and maintenance of high voltage (HV) and extra high voltage (EHV) transmission systems "Experience" refers to paidandunpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. Pay Range

$101,463.00 - $121,317.00
