Job Summary

You will serve as a INTERDISCIPLINARY COMMUNITY PLANNER/ENGINEER/ARCHITECT in the ASSET MANAGEMENT BRANCH DIVISION of Naval Station Guantanamo Bay Public Works Department NAV FACILITIES ENGINEERING COMMAND SE located in Guantanamo Bay, Cuba. 0020 salary range is: $53,805-$83,840; 0807,0808,0810 or 0896 salary range is: $60,981 - $85,990. Relocation incentives up to 5% maybe authorized. 10% Foreign Hardship Differential per overseas benefits instruction. Free housing.

Major Duties

  • You will perform space management analysis to determine the impact of facility changes on supported activities.
  • You will develop shore infrastructure plans and functional studies for new construction, facility reuse, consolidation, demolition, lease, and privatization.
  • You will schedule shore activities for the development or updating of base master plans, capital improvement plans, and special land use and facilities studies.
  • You will inventory and evaluate facility requirements (e.g., internet Navy Facilities Assets Date Store [iNFADS]) using knowledge of real property asset management procedures.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Preparing Basic Facility Requirements (BFRs), Engineering Evaluations (EEs) and Facility Planning Documents; 2) Developing new approaches to resolve problems relating to conflicting problems of land use; 3) Analyzing engineering, management, and economic data to formulate appropriate alternatives; and 4) Reviewing engineering proposals, drawings, and specifications used in the design, construction, alteration and/or repair of facilities. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Assisting with facilities preparations (e.g. site planning, site development, building design, environmental impacts/constraints, economic analyses, traffic studies, special planning studies, space management (including interior space layout and floor plan configuration using AutoCAD), project concepts development, cultural resources, design-bid-build and design-build bid documents); 2) Preparing project documentation (e.g. scope, cost estimates, supporting materials) for repair and construction projects; 3) Providing consultation to clients regarding recommendations and plans for existing assets or land). NOTE: This information must be supported in your resume to be considered for the position. You will receive credit for all qualifying experience, including volunteer and part time experience. PHYSICAL DEMANDS & WORK ENVIRONMENT: The position's duties are largely sedentary and consist of office related activities including long periods of sitting, standing, walking and operating telephones, audio-visual and computer equipment. During field visits and facility inspections at assigned activities, the employee may lift loads less than 20 pounds, climb stairs and ladders, walk, stoop, bend, and stretch to reach objects. The employee travels within the area of responsibility approximately 25% of the time. The employee's work place is a typical office equipped with adequate ventilation, air conditioning, heating, lighting and toilet facilities. The employee is not normally exposed to hazardous substances or environments in the performance of duties.
