Job Summary

You will serve as the Program Development Team 2 Lead (TL2) in the Guam Program Management Office (GPMO) ofNAVAL FACILITIES ENG COMMAND PAC. This interdisciplinary position will be filled as a Community Planner (0020), General Engineer (0801), Architect (0808), Civil Engineer (0810), or Mechanical Engineer (0830). A Cost-of-Living-Allowance (COLA) of 10.28% will be added to the stated salary. COLA is subject to change at any time.

Major Duties

  • You will ensure products and services are of high quality, on schedule, and within budget.
  • You will oversee development of master planning and facility planning efforts.
  • You will develop options and recommendations to resolve complex problems and issues.
  • You will solve unique and uncommon challenges in planning large-scale construction programs/projects.
  • You will present high-level briefings and information papers.
  • You will respond to controversial and complex issues on short notice.
  • You will ensure integration and teamwork with other Business and Support Lines.
  • You will lead multi-discipline teams to achieve challenging goals.
  • You will influence and persuade other senior level stakeholders on policy decisions.
  • You will provide recommendations where divergent opinions exist.

Qualifications

This position has a Selective Placement Factor that will be used to screen out ineligible candidates. The Selective Placement Factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801, 0810, or 0830 series. You must be a Registered Architect (RA) if applying for the 0808 series. You must be certified by the American Institute of Certified Planners (AICP) if applying for the 0020 series. Your license, registration, or certification must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. NOTE: You must submit a copy of your current license, registration, or certification with your application package. In addition to the Selective Placement Factor and Basic Requirement for the series in which you are applying, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing program management skills and technical expertise to coordinate, oversee, or manage facilities engineering products and services related to master planning, real estate actions, project documentations, MILCON programming, utilities planning, project programming, audits, etc.; 2) Planning new approaches and resolving unique problems in areas related to engineering, architecture, master & facility planning, real estate, and project programming; 3) Formulating, evaluating, nurturing, and promoting the generation and exchange of theories, concepts, principles, methods, applications, and practices related to engineering, architecture, and community planning; and 4) Persuading and motivating a team in achieving facilities engineering project objectives on time and within resource constraints. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Applicants for the 0020 series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: A. You have successfully completed a community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. OR B. You have a combination of education and experience where you have successfully completed a community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration and have one (1) year of work experience in community planning acquired under the supervision and guidance of a community planner. OR C. You have a combination of education and experience where your courses were equivalent to a major in community planning , urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration; or a combination of related courses totaling at least 24 semester hours in any combination of the listed disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

Pay Range

$111,163.00 - $144,510.00
