Job Summary

Major Duties

  • You will engage in planning and master planning studies to resolve specific facilities and land use development.
  • You will guide others in community planning to make sure sound, economical repairs are made to existing facilities.
  • You will assess contractor proposals for architectural and engineering projects to analyze cost and price provisions.
  • You will direct the preparation of engineering estimates, final plans, and specifications for the maintenance of structures and buildings.
  • You will advise staff on correct implementation of facilities project management processes to achieve optimal results.
  • You will analyze project requirements to schedule or sequence work operations.

Qualifications

MINIMUM QUALIFICATIONS:

GS-11

One year specialized experience equivalent to the next lower grade level GS-09 or pay band in the federal service or equivalent experience in the private or public sector performing duties such as: 1) Analyzing unusual circumstances in facility planning and construction projects, considering incomplete information and determining feasible solutions; 2) Applying a wide range of engineering theories, concepts, principles, and methods or a complex knowledge of planning; 3) Conducting Asset Evaluations on facilities independently; 4) Participating in land use planning and siting evaluations.

OR

Successful completion three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.

OR

A combination of experience and education that equates to one year of experience which when combined, equals one hundred percent.

GS-9

One year specialized experience equivalent to the next lower grade level GS-07 or pay band in the federal service or equivalent experience in the private or public sector performing duties such as: 1) Planning and carrying out engineering or architectural work within the established policies and practices while following instructions and guidelines to resolve encountered problems; 2) Preparing basic project documentation for projects, basic requirements documentation for site approval documentation for moderate to complex projects; and 3) Conducting Asset Evaluations on a majority of facility and structure types for review.

OR

Successful completion two full years of progressively higher graduate level education leading to a master's degree.

OR

A combination of experience and education that equates to one year of experience which when combined, equals one hundred percent.

OR

A combination of superior academic achievement and 1 year of appropriate professional experience.

OR Successful completion of a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering and 1 year of appropriate professional experience. Additional qualification information can be found from the following Office of Personnel Management website:

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Applicants must meet the following basic education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

For the 0020 series: Successful completion of a community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

OR

A combination of education and experience where I have successfully completed a community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration and have one (1) year of work experience in community planning acquired under the supervision and guidance of a community planner.

OR

A combination of education and experience where my courses were equivalent to a major in community planning , urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration; or a combination of related courses totaling at least 24 semester hours in any combination of the listed disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

Pay Range

$57,279.00 - $90,097.00
