Job Summary
Serves as a Hydraulic Engineer and Senior Water Manager responsible for the water control and operations of complex projects and systems in a large geographic area within the District boundaries, which include both snowmelt dominated and rainfall runoff dominated watersheds. This position is being filled under the DoD Direct Hire Authority for Certain Competitive Service Positions Section 9905 - STEM
Major Duties
- Maintains continuing surveillance over the large, complex water control systems within assigned geographic areas.
- Analyzes weather, precipitation, runoff, channel, and other water control conditions and information to insure that water control systems are operating and functioning to established regulations.
- Provides hydrometeorological, water supply, and project operation forecasts as needed.
- Responsible for the overall development of functional operating criteria for assigned flood control, and water supply projects.
- Initiates, establishes, and controls technical policies, procedures and basic guidelines for the preparation of water control manuals and related meteorological, hydrological, and water management portions of planning studies.
- Serves as a project delivery team member on assigned projects, and is responsible for the water management portion (hydrometeorological, hydraulic, and water control) of the team effort.
- Prepares internal/external correspondence in response to federal, state, private agency, and Congressional inquiries relating to project operation and studies.
- Prepares and maintains cost control and schedule information for assigned work efforts that are included in District-wide workload management systems addressing budgets, schedules, and execution performance.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes preparing hydrological, and water management studies, and/or preparing feasibility studies and design memoranda related to water resource or flood damage reduction projects, and/or performing hydro-meteorological investigations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Pay Range
$80,993.00 - $105,295.00
