Job Summary

You will serve as a Construction Manager in the Facilities Engineering and Acquisition Division (FEAD) Kings Bay, Capital Improvements Business Line, of Naval Facilities Engineering Command (NAVFAC) Southeast.

Major Duties

  • You will provide assistance and technical guidance to other engineers/architects or other NAVFAC business/support lines or functional areas, exercising management and administrative skills in leading the execution of projects.
  • You will manage multiple priorities and provide technical recommendations/solutions to complex problems encountered during the administration of construction contracts.
  • You will communicate and coordinate with other technical and non-technical NAVFAC personnel and other military or civilian staff to include Supported Commands.
  • You will work independently and take required actions through own initiative, experience, and foresight on all assigned construction projects.
  • You will manage complex and challenging construction projects in various geographic locations in support of Navy, Marine Corps, or other agency clients with critical, time-sensitive missions and functions.
  • You will enforce all technical and administrative provisions of assigned construction contracts.
  • You will exercise sound engineering judgment in execution of duties. Duties must be executed in compliance with applicable Federal, State, DoD, NAVFAC, and other agency laws, guidance, policies, and procedures
  • You will use engineering software (to include, but not limited to, AutoCAD, Primavera P6, and R.S. Means Costworks) to perform design analyses and calculations for civil projects.
  • You will represent the FEAD as the technical representative in matters involving contract modifications and claims.
  • You will attain and maintain qualifications required to serve as an appointed Contracting Officer?s Representative (COR) and Contracting Officer?s Authorized Representative (COAR) through agency and DAWIA training.
  • You will manage safety review of activity hazard analyses, review and acceptance of accident prevention plans, review and acceptance of critical lift plans, and ensuring contractor compliance with applicable safety requirements.
  • You will make site investigation trips to project sites to collect pertinent data and refine or develop project scope by investigation of existing conditions and through meetings with sponsored activities.
  • You will coordinate delivery, acceptance, inspection, and installation of Government-furnished equipment.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) identifying the need for a modification to scope, cost, and/or schedule based upon collaboration with the contractor, supported command, designer, or other entities; 2) enforcing all technical and administrative provisions of assigned construction contracts; 3) providing technical solutions for unforeseen problems during construction; 4) managing construction projects in support of clients with critical, time-sensitive missions and requirements; and 5) ensuring communication between construction manager, contract specialists, the contractor, the project technical team, the client, and others as appropriate for construction projects. Pay Range

$74,596.00 - $96,978.00
