Job Summary

Major Duties

  • Serve as Architect-Engineer Contract Manager coordinating and implementing services of A-E Contractors, engineering consultants, and other experts who provide services to the Middle East District.
  • Accomplish A-E Contract Actions to include: synopsis, pre-selection, selection, request for proposal, preparation of post negotiation documentation, preparation of contract package, and contract award.
  • Coordinate and implement contracting of services of AE contractors, engineering consultants, and other professional experts engaged to perform studies, designs, criteria preparation, and engineering and environmental work on various programs.
  • Accomplish Architect-Engineer Task Orders for various types of projects, to include reviewing payment requests, contract modifications, and delivery orders.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting the basic requirement below, to qualify for this position you must also meet the qualification requirements listed here: GS-11: Specialized Experience: One year of specialized experience which includes include Incorporating Architect-Engineer firms into complex, large scale construction projects, negotiating scopes of work/contracts with Architect Engineer firms, and assisting in producing completed design and construction projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as a field of Engineering or Architecture. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12: Specialized Experience: One year of specialized experience which includes Negotiating Architect-Engineer construction contracts from pre-selection to contract close-out, developing solutions for complex contracting/procurement issues in an engineering field, reviewing Architect-Engineer scopes of work/contracts for engineering standards/value, and preparing Architect-Engineer Task Orders as a Contracting Officer's Representative.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted at the GS-12 level. PE License- Selective Placement Factor: The duties of this position require the incumbent to be registered as a Professional Engineer or Registered Architect if you are applying at the GS-12 level. You must possess a current Professional Engineering (PE) License in good standing issued by any one of the 50 states, or its territories: (Note: Attach a copy of your PE license certificate/registration to your application package which includes license number and date issued, and date of expiration.) Pay Range

$72,030.00 - $112,240.00
