Job Summary

You will serve as a INTERDISCIPLINARY ENGINEER/ARCHITECT (COST ENGINEER) in the CAPITAL IMPROVEMENTS DIVISION of NAV FACILITIES ENGINEERING COMMAND SE.

Major Duties

  • You will conduct analysis of designs, drawings, proposals, scopes of work, and/or specifications to determine cost projections.
  • You will develop comparative cost/constructability/availability analyses for alternative design scenarios.
  • You will evaluate and advise on contractor cost proposals and change order documentation, and participate in negotiations with contractors.
  • You will research and assess national and international construction and manufacturing trends and adjust construction prices, parametric costs, and building square foot costs as appropriate.
  • You will develop detailed comprehensive cost estimates for complex military facilities to arrive at the projects selected plan while maintaining cost control.
  • You will coordinate complex construction cost estimates with estimators from other cost disciplines to create the complete total cost estimate including all construction trades.
  • You will interface with in-house and A/E designers, material suppliers, fabricators, and contractors, communicating orally and in writing.
  • You will participate in Quality Control Reviews of in-house designs in order to eliminate errors and misrepresentation in the bid documents and avoid potentially costly change orders and construction delays.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Coordinating/providing technical and administrative guidance in preparing architectural/engineering cost estimates for drawings and specifications, as well as construction materials and associated costs, for new capital improvement projects and major renovations; 2) Monitoring the use of assigned project resources to determine if the project is tracking as planned or corrective action(s) should be taken; 3) Providing recommendations for resolving cost issues due to design errors, unforeseen conditions or changes; 4) Preparing and presenting briefs related to costs, design analysis, scopes of work, contract negotiations, etc. Additional qualification information can be found from the following Office of Personnel Management website:

Pay Range

$74,596.00 - $96,978.00
