Job Summary

You will serve as a INTERDISCIPLINARY ENVIRONMENTAL ENGINEER/PHYSICAL SCIENTIST in the ENVIRONMENTAL RESTORATION DIVISION of NAVFAC OSF.

Major Duties

  • You will support the development and implementation of program plans, policy documents, and instructions for the administration and technical management of Environmental Restoration resources Navy-wide.
  • You will support special studies and program execution evaluations, and respond to field requests for technical assistance and implementation guidance.
  • You will develop recommendations to resolve difficult and/or controversial Environmental Restoration issues.
  • You will develop the long range forecast for planning, programming, and budgeting of Environmental Restoration requirements and defend it through the PPBE process.
  • You will provide analysis of the program metrics to provide advice to leadership and decision makers on policy and resource decisions.
  • You will support the development of policies and procedures relative to the implementation of both site characterization and removal technologies.
  • You will monitor contract performance and deliverable requirements to ensure successful contract execution.

Qualifications

This position has a selective placement factor for those applying to the Environmental Engineering series (0819) that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) or Professional Geologist (PG) in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. In addition to the basic requirements and selective placement factor (if applicable), your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting various environmental laws and regulations relating to the Resource Conservation and Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) to provide technical expertise for projects within federal facilities and/or military installations; 2) Coordinating the work of a wide variety of professional disciplines to deliver Environmental Restoration (ER) products or services within budget; 3) Using program management tools and standard business management systems to achieve program goals and metrics; 4) Managing resources and funds to execute the environmental program, including the preparation, submittal and tracking of project execution plan. Pay Range

$99,172.00 - $128,920.00
