Job Summary

This position is located with the CAP Production Center, Programs and Projects Management Division in San Francisco, CA or Sausalito, CA. Serves as a Lead Environmental Planner for the preparation of SPD Continuing Authorities Program (CAP) Production Center National Environmental Policy Act (NEPA) documentation and general environmental supporting studies.

Major Duties

  • Plans execution of work assignments and oversees all facets of the work to successfully complete all assigned projects.
  • Writes, edits, and reviews complex National Environmental Policy Act (NEPA) documents.
  • Ensures document conclusions and decisions are supported by the results of research, and that they meet all Federal and Army regulatory, policy, and procedural requirements.
  • Develops scopes of work to hire contractors to execute work on the behalf of the Production Center and its customers and then provides technical oversight of these contractors.
  • Reviews and interprets existing environmental laws and implementing regulations and then designs and implements new procedures.
  • Determines adequacy of substantive and procedural matters relating to assigned projects.
  • Establishes compliance requirements with all regulatory agencies to enable assigned projects to be completed within established timelines.
  • Coordinates compliance requirements with the customer, local, state, and Federal agencies to ensure that assigned projects are completed within established timelines.
  • Prepares or oversees preparation of public notices and conducts hearings and meetings relative to environmental compliance matters for assigned projects.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Community Planner (GS-0020): A. Degree: Bachelor's degree (or higher degree) in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. OR B. Degree and Work Experience: Bachelor's degree (or higher degree) in a field related to community planning such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration and possess at least one-year of work experience in community planning acquired under the supervision and guidance of a community planner. OR C. Combination of Education and Experience: Courses equivalent to a major in one of the disciplines, as shown in A above, or a combination of related courses totaling at least 24 semester hours in any combination of the disciplines, as shown in A above, of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. Basic Requirement for Social Science GS-0101): A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Basic Requirement for Natural Resources (GS-0401): A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Basic Requirement for Physical Science (GS-1301): A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes creating documentation for National Environmental Policy Act (NEPA) related environmental supporting studies; developing contractor scopes and schedules; and preparing plan formulation, public notices and correspondence. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
