Major Duties
This position is located within the Department of the Interior, Bureau of Ocean Energy Management, Gulf of Mexico Region, Office of Environment, Environmental Assessment Section, Environmental Assessment Unit 2 in Jefferson, LA.
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
- Ensures compliance with the requirements of NEPA and other environmental laws and assists in developing bureau guidance and policy.
- Prepares and reviews environmental documents and/or develops procedures for preparing and reviewing environmental documents.
- Assess the adequacy of BOEM compliance with marine mineral leasing laws and regulations; recommend new policies, procedures, and corrective action, if necessary, to meet the needs of changing technology and expanding BOEM responsibilities.
- May serve as the principal coordinator for environmental documents and related decision documents for the Marine Minerals Program (MMP).
- Provides expert technical advice and assistance on implementing the Marine Minerals Program and works as a member of the MMP team to develop and implement the MMP strategic plan for the Gulf of Mexico Region.
- Maintains contacts with all levels of Interior bureaus and serves as a BOEM liaison, as assigned, with Federal agencies.
- Recommends field, laboratory, modeling, and/or synthesis studies necessary to adequately assess the impacts from marine mineral development on the Outer Continental Shelf and manage offshore mineral resources.
- Prepares and reviews statements of work, procurement packages (including government cost-estimates and evaluates proposals for technical adequacy, programmatic consistency, and cost effectiveness.
- Reviews draft reports, and other project deliverables for technical adequacy and recommends changes where needed.
The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework with supervisory approval.
First time hires to the Federal government normally start at the lower salary range of the grade level.
A Public Trust background investigation is required.

Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series/grade to which you are applying. (1) Basic Educational Requirements:
Environmental Scientist (0401) A.Degree:biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B.Combination of education and experience – Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Physical Scientist (1301)
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of education and experience - education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Oceanographer (1360)
A. Degree: major study of at least 24 semester hours in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus 20 additional semester hours in any combination of oceanography, physics, geophysics, chemistry, mathematics, meteorology, computer science, and engineering sciences.

B. Combination of education and experience - course work as shown in A above, plus appropriate experience or additional education. (2) Specialized Experience: To qualify for theGS-13, you must possess at least one full year of specialized experience equivalent to theGS-12level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience thatequipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.Specialized experience is defined as demonstrated experience: 1) Experience with preparing environmental documents such as, environmental assessments or environmental impact statements; 2) experience in collecting, reviewing and analyzing environmental data from environmental studies; 3) experience in utilizing domestic and international marine mineral laws and regulations specifically related to marine mineral exploration and exploitation; and 4) experience working beach nourishment projects that included sand mining or dredging projects for marsh restoration and beneficial use projects. Pay Range
$88,704.00 - $115,313.00
