Job Summary
This GIS Specialist position is located in the Wildland Fire Program in the Visitor and Resource Protection Division and is responsible for the development, management, coordination and implementation of the Geographic Information System for Wildland Fire operations. TERM positions do not convey permanent status in the Federal service and will be for a period not to exceed thirteen months, with possible extensions up to a total of three years without further competition.
Major Duties
You will work for a dynamic, geographically-dispersed agency in which you will be responsible for Wildland Fire Geographic Information System (GIS) programmatic oversight which includes:
Developing long range and annual work plans, schedules, cost estimates and proposals and/or grants to justify funding requests and accomplish goals of the National Park Service Fire Management Program Center.
Providing direct support, training, and advice to GIS and resource management staff in parks, regions, and support offices.
Planning, executing and supervising field work in remote environments to generate new or verify mapped information.
Representing the NPS Fire GIS program when working with others on regional or national task groups or other organizations concerned with GIS issues.
Providing oversight and implementation in acquiring, organizing, converting, verifying, validating, summarizing, reporting, documenting, archiving and populating fire related data into national reporting systems database schema.
Performing one or more database or geospatial duties such as data extraction, data transformation, data loading, backup, quality assurance and control, scripting, analysis, reporting, and map production.
Support wildland fire incident response as a Fire GIS Specialist.
Operating, maintaining and configuring complex Windows based GIS/GPS computer systems, including computers, printers, scanners, GPS field data loggers and other specialized equipment.
Area Information: Lakewood, Colorado, is a suburb west of Denver, population approximately 113,000, located in Jefferson County at an altitude ranging from 5,400 to 6,000 feet. Climate is dry with an average of only 15.14 inches of precipitation. Public transportation is available through RTD (Regional Transportation District). Housing is available on a rental or purchase basis in the area. Denver metropolitan area has excellent medical and recreational facilities, churches, shopping and cultural arts. Education is received from nationally recognized Jefferson County Public School System.
Qualifications
All qualifications must be met by the closing date of this announcement-11/26/2019-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. This position may be filled in one of the following two professional occupational series: Geographer, GS-0150; Biologist, GS-0401. You must meet the US. Office of Personnel Management's (OPM), Basic Requirements for each series you wish to be considered for, AND also meet OPM's Qualification Standards for Professional and Scientific positions. You must meet at least one of the basic education requirements and the minimum qualifications in order to be qualified. Basic Education: Submit a copy of your transcripts that identifies for each course, the college or university, semester or quarter hours earned, grade received, and date completed. If you do not submit specific course work information as described above, your application may be rated not qualified for consideration. (A copy of your official transcripts will be required before your entrance-on-duty, if selected). Geographer, GS-0150:
A. Successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. OR
B. A combination of 4 years of education and experience which included courses equivalent to a major in geography or a related field that included 24 semester hours in Geography, or related fields listed above, plus appropriate experience or additional education, to total 4 years. Biologist, GS-0401:
A. Successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR
B. Possess an equivalent combination of education and experience that included course work equivalent to a major (i.e., 24 semester hours) in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to biology; PLUS appropriate experience or additional course work. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above. -AND- GS-11 Minimum Qualifications:
A. At least one year of specialized experience equivalent to the GS-09 grade level in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience for this position includes: serving as a technical authority on some aspects of cartography; managing mapping priorities in support of programs using Geographic Information Systems (GIS) database and database management systems; assist in development of Global Positioning Systems (GPS) data dictionaries and spatial data inventories; participate in field work to generate new spatial data or verify mapped information. OR
B. Completed three years of progressively higher leave graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in the scientific fields related to the work of the position. OR
C. A combination of specialized experience and education. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Pay Range
$67,956.00 - $88,348.00
